TOWN OF HUME

JANUARY 9, 2008

 

A regular meeting of the Hume Town Board, Allegany County, New York was held on

January 9, 2008 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor Craig Smith called the meeting to order at 7:00 PM and opened the meeting with the Pledge of Allegiance to the Flag.

 

Officials in attendance were: Supervisor Craig Smith; Council members Robert Beil, Bryce Bower, Daniel Miller, and Dennis Ricketts; Highway Superintendent Ron Paulsen; Attorney David Pullen; Historian Rondus Miller; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Ricketts moved that the minutes of the December 12, 2007 meeting of the Board be accepted as presented, and Councilman Miller seconded. 5 ayes, 0 noes.

 

CREEK EROSION

 

Joseph Lates, resident of Higgins Creek Road, approached the Board with his concerns about the erosion of Six Town Creek behind his home. With pictures to back up his claims, he told the Board that his garage was in imminent danger of being undermined. He requested advice and referrals for aid.

 

The Board suggested he maintain contact with the DEC, the Soil and Water Conservation Department, and the Allegany County Department of Public Works. They urged Mr. Lates to apply for a permit to perform the needed remedial work. Supervisor Smith will also speak to the County DPW on Mr. Lates’ behalf.

 

ORGANIZATION AND APPOINTMENTS

 

 

Councilman Beil moved adoption of the edited list of Appointments and Designations. Councilman Ricketts seconded the motion. 5 ayes, 0 noes.

 

Councilman Miller moved that the position of LUCA (Census 2010) Administrator be created with a salary of $1500.00. Councilman Ricketts seconded. 5 ayes, 0 noes.

 

Councilman Ricketts moved that Sondra MacEwan be appointed LUCA Administrator, and Councilman Miller seconded. 5 ayes, 0 noes.

 

Councilman Ricketts moved that the Supervisor be authorized to sign the Retainer Agreement for the services of David Pullen as Town Attorney. Councilman Miller seconded. 5 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Supervisor Smith talked with FCS Superintendent David Hanks about the parking problems on Prospect Street. The school is preparing a parking area in back of the school for student vehicles that should alleviate the parking congestion on Prospect Street.

 

Councilman Miller read a letter from Steve Tucker who resides on, and operates a business on, Prospect Street. Mr. Tucker requested that parking on the street be allowed to continue.

 

There are no current plans to change parking regulations on Prospect Street.

 

At 7:30 PM, Supervisor Smith opened the bids for Fuel. There were two bids.

Councilman Beil moved that the bid from Rinker Oil be accepted. Councilman Ricketts seconded. 5 ayes, 0 noes.

 

The Board and Superintendent Paulsen discussed the possible purchase of a truck to replace the 2001 Dodge ¾ ton truck. After comments it was decided not to purchase a replacement truck in 2008.

 

Councilman Ricketts complimented Superintendent Paulsen on the condition of that section of County Road 3 plowed by the Town.

 

Councilman Beil moved that the Supervisor be authorized to sign a Snow and Ice Contract amendment adjusting the fuel allowance for County roads plowed by the Town of Hume. Councilman Ricketts seconded. 5 ayes, 0 noes.

 

MUSEUM

 

Rondus Miller, Historian, asked to meet with the Buildings Committee about the black top area behind the Museum.

 

She displayed a large photo donated by the estate of Norman Thomas. The picture was taken in 1941 at Ft. Benning Georgia, and General George Patton is in the photo along with his troops.

 

Jim Sanders and Rondus Miller explained GEO Caching to the Board. GEO Caching is a “treasure hunt” activity using GPS units. Mr. Sanders requested permission to use the Museum as a location for the GEO searchers. The Board requested that a daylight-only restriction be placed on the searchers. Mr. Sanders will research this proscription, and report to the Board.

 

SUPERVISOR’S TOPICS

 

MRB Group submitted a project status report on the Sewer Interconnection Study and an initial report on the inspection of the Hume Church. MRB engineers hope to attend the February meeting of the Board with a more complete report on the Church.

David Pullen told the Board that the Allegany County Schools Federal Credit Union had purchased his Main Street Properties and have plans to demolish the building. The Credit Union would like to continue to lease the Minard Park lot to the Town.

 

EXECUTIVE SESSION

 

Supervisor Smith moved that the Board enter Executive Session to consult with the Town Attorney. Councilman Ricketts seconded. 5 ayes, 0 noes.  The Board entered Executive Session at 8:30 PM and returned to open meeting at 9:35 PM.

 

JUNKYARD APPLICATION

 

Councilman Ricketts moved that the application for a Junkyard Permit from Dianna Ackerman be denied. Councilman Miller seconded. 5 ayes, 0 noes.

 

Supervisor Smith will write the letter to Ms. Ackerman with the Board’s decision.

 

ANNOUNCEMENT

 

Clerk Sondra MacEwan reminded the Board that the Association of Town’s annual meeting and training session was scheduled for February 2008. Any town official wishing to attend may call the Clerk’s office for forms.

 

BILLS AND REPORTS

 

Councilman Ricketts moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Miller seconded. 5 ayes, 0 noes.

 

(General -- $7756.63; Highway -- $17776.44; Lighting -- $1543.38; Sewer -- $2310.26; Water -- $2493.60)

 

Councilman Beil moved that the meeting be adjourned; Councilman Ricketts seconded. 5 ayes, 0 noes.  Meeting adjourned at 9:45 PM.

 

The next regular meeting of the Hume Town Board will be on Wednesday, February 13, 2008 at 7:00 PM at the Museum.
