A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on January 11, 2012.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included: Supervisor Dennis Ricketts; Council members Bruce Hinz, Gregory McKurth and Daniel Miller; Attorney David Pullen; Highway Superintendent Kevin Peet; Water & Sewer Superintendent Dana Potter; Historian Rondus Miller; Deputy Clerk Joanne Cockle; and Clerk Sondra MacEwan. Councilman Christopher Austin attended, but arrived at 8:15 PM.

 

MINUTES

 

Councilman Miller moved that the Minutes of the December 14, 2011 meeting of the Board be accepted as presented, and Councilman McKurth seconded. 4 ayes, 0 noes.

 

COMMUNITY FORUM

 

Mike Fish asked the Board to review the erosion and state of the channel of the Genesee River. He believes the situation is deteriorating and becoming a hazard to properties abutting the river.

 

Mr. Fish also commented on the high speeds of traffic as vehicles approach Fillmore on State Route 19.

MUSEUM TOPICS

 

Historian Rondus Miller corrected her calculation of the age of the Hume Post Office to 185 years. She also told the Board that the Town of Hume is approaching its bicentennial.

 

Ms. Miller described finding errors in the dates on some Civil War era headstones in the Wells Elmer Cemetery.

 

The Board debated the dispersal of resources removed from the blacktopped area at the Museum. Letters have been drafted to the concerned parties.

 

HIGHWAY DEPARTMENT

 

Supervisor Ricketts opened the one sealed bid for fuel at 7:30 PM. The bid was from Rinker Oil.

Councilman Miller moved to accept the Rinker Oil Bid, and Councilman McKurth seconded the motion.  4 ayes, 0 noes.

 

The wider swath made by the sidewalk plow was discussed. Cleanup will be organized.

 

WATER AND SEWER DEPARTMENT

 

Superintendent Potter told the Board that the last water meter reads went well, and several repairs were made during the reading period.

 

There is a water line break on Prospect Street near the Swales property.  Superintendent’s Potter and Peet will work together to stem the leak. Until it has been repaired, that section of the street will be closed.

 

LEGAL TOPICS

 

Attorney David Pullen commented on the disposal of Town Property and the legal ramifications in different circumstances.

 

SUPERVISOR’S AGENDA

 

The contracts for funding of the Cold Creek project have been signed.

 

No action was taken on the E&M Engineering agreement to do further studies for the Cold Creek project. The Board questioned the budgeted amount for engineering in the grant.

 

The Town will look into contracting mowing services to determine if this would produce a cost savings.

 

Councilman McKurth moved adoption of Resolution 01-A-2012 designating the persons authorized to sign checks for the Town of Hume. Supervisor Ricketts seconded. 4 ayes, 0 noes.

 

Councilman Miller moved that the Town of Hume join Southern Tier West at the Basic Level, and that the dues of $150.00 be authorized for payment. Supervisor Ricketts seconded the motion. 4 ayes, 0 noes.

 

TOWN CLERK ITEMS

 

Clerk Sondra MacEwan reminded Board members to make appointments to audit Town Clerk, Supervisor, and Court’s records of 2011.

 

Attorney David Pullen related a new State requirement that Board agendas be posted on web sites and that documents to be discussed at the meetings be available a reasonable amount of time before the meetings for public review.

 

EXECUTIVE SESSION

 

Supervisor Ricketts moved that the Board enter Executive Session to discuss ongoing negotiations, and Councilman Hinz seconded. 5 ayes, 0 noes. The Board entered Executive Session at 8:15 PM, and returned to open meeting at 8:55 PM.

 

BILLS AND REPORTS

 

Councilman Austin moved that the reports of the Supervisor and Town Clerk be accepted as presented and that the bills be accepted for payment. Supervisor Ricketts seconded the motion.  5 ayes, 0 noes.
