TOWN OF HUME

JANUARY 12, 2011

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on January 12, 2011.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included:  Supervisor Dennis Ricketts; Council members Christopher Austin, Bryce Bower, and Gregory McKurth; Highway Superintendent Kevin Peet; Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan. Councilman Daniel Miller was absent.

 

MINUTES

 

Councilman Austin moved that the minutes of the December 15, 2010 and December 28, 2010 meetings of the Town Board be accepted as presented. Councilman Bower seconded. 4 ayes, 0 noes.

 

COMMUNITY FORUM

 

Robin Crandall and Colleen Dun from Botsford Hollow Road asked the Board for aid in proper installation of a mobile home on their property. They specifically wanted to know how to become Certified Mobile Home Installers. It was determined that they resided in the Town of Allen, and they were given contact names and numbers for that township.

 

HEALTH INSURANCE

 

Ray DeTine presented the Board with a comparison of health insurance costs, comparing the present town coverage to a policy through Univera. He projected a possible savings to the Town of between $12000 and $25000 per year.

 

The Board agreed to arrange a meeting between the employees, Union representatives, the Town Board, and Mr. DeTine.

 

FUEL BIDS

 

At 7:25 PM, Supervisor Ricketts opened the only bid submitted for Fuels for the Highway Department for 2011.

 

The bid was from Rinker Oil Corporation.

            ULSD#2 - $2.760/gallon

            All Weather ULSD #2, Winterized - $2.8200/gallon

            Regular Unleaded (E10) - $2.6570/gallon

 

Councilman Austin moved that the bid from Rinker Oil Corporation be accepted; Councilman McKurth seconded. 4 ayes, 0 noes.

MUSEUM

 

Historian Rondus Miller stated that the company who did the Museum insulation will provide thermal images of the building.

 

Fillmore Central School English students will make use of the Museum to complete local history projects, and the County’s fourth grade students will get the opportunity to hear Craig Braack, County Historian, give a presentation in Fillmore.

 

The newest issue of The Bee is being distributed. Deadline for the next issue is March 1, 2011.

 

LEGAL ISSUES

 

Questions from the Town led Attorney David Pullen to investigate the sections of Ag & Markets Law that pertain to animal damage. Initial inquiries showed that the issue might revert to the County.

 

HIGHWAY DEPARTMENT

 

Councilman Bower moved that the Supervisor be authorized to sign the renewal of the Allegany County Mutual Aid Agreement, and Councilman McKurth seconded. 4 ayes, 0 noes.

 

Superintendent Peet is working on the renewal of the DEC permit for Cold Creek that ends in March.

 

He also had questions concerning the Genesee River Relief Channel, and asked the Board for their opinion on the maintenance obligations. Research into the original records of the project will be done.

 

SUPERVISOR’S AGENDA

 

Supervisor Ricketts announced a meeting with Lynn LeFeber, of the NYS State Parks and Recreation Department to be held on January 13, 2011 to discuss the newly awarded Park Grant.

 

The Northeast Coalition will meet on Thursday, January 20, 2011 in Canaseraga.

 

ORGANIZATION AND APPOINTMENTS

 

Supervisor Ricketts read a list of recommendations for appointments and designations. Councilman Bower moved that the following appointments and designations list be adopted for 2011. Councilman Austin seconded. 4 ayes, 0 noes.

 

 

 

SEWER STUDY

 

MRB Group submitted a two-part proposal for conducting a study of the Hume Sewer System.  The Board discussed the need to meet with the Town of Caneadea in conjunction with the study.

Councilman Austin moved that the Town accept Section 1 of the MRB Group proposal at a cost not to exceed $5040.00. Councilman McKurth seconded the motion. 4 ayes, 0 noes.

 

TRAILS GRANT

 

The New York State Office of Parks, Recreation and Historic Preservation has recommended the award to the Town of Hume of a matching grant of $200,000.00 for the Genesee Valley Greenway Rehabilitation Project. However, final approval of the award  must come from the Federal Highway Administration.

Councilman McKurth moved that the reports of the Supervisor and Town Clerk be accepted as presented and that the bills be accepted for payment. Councilman Austin seconded. 4 ayes, 0 noes.
