TOWN OF HUME

JANUARY 13, 2010

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on January 13, 2010.  At 7:00 PM, Supervisor Dennis Ricketts called the meeting to order and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Dennis Ricketts; Council members Bryce Bower, Christopher Austin, Gregory McKurth, and Daniel Miller; Water/Sewer Superintendent Dana Potter; Highway Superintendent Kevin Peet; Historian Rondus Miller; Town Attorney David Pullen; and Clerk Sondra MacEwan.

 

WELCOME

 

Newly elected Supervisor Dennis Ricketts welcomed new officials to the Town of Hume roster: Christopher Austin and Gregory McKurth as Board members and Kevin Peet as Highway Superintendent. He also commended officials who have left office or continue in their respective offices. He read a statement of the duties of the Supervisor before continuing to preside at his first meeting as Town Supervisor.

 

MINUTES

 

Councilman Miller moved that the minutes of the December 9, 2009 meeting of the Board be accepted as presented.  Councilman Bower seconded.  5 ayes, 0 noes.

 

ORGANIZATION AND APPOINTMENTS

 

Supervisor Ricketts read a list of recommendations for appointments and designations. Councilman Bower moved that the following appointments and designations list be adopted for 2010. Councilman Austin seconded. 5 ayes, 0 noes.

 

 

HIGHWAY DEPARTMENT

 

Superintendent Peet and the Board discussed the possible purchase of a new truck to replace the 2001 2500 Dodge.

 

Councilman Miller moved that the Superintendent be authorized to purchase a 2010 4X4 Ford F350 with box at a cost of $24997.90. Councilman McKurth seconded the motion. 5 ayes, 0 noes.

 

Councilman Bower moved that the 2001 Dodge be advertised for sale by sealed bid as soon as the new vehicle is in service. Councilman Miller seconded.  5 ayes, 0 noes.

 

Superintendent Peet told the Board that he hoped to do some remodeling and upgrading of the Town Sheds, and requested permission to seek quotes for the work. Granted.

 

MUSEUM

 

Historian Rondus Miller pointed out the credenza received from Community Bank.

 

Superintendent Ricketts asked Historian Rondus Miller to undertake the writing and distribution of a Town newsletter. Ms. Miller concurred, and they will work out the details.

 

FUEL BIDS

 

At 7:30 PM, Supervisor Ricketts opened the only bid for Fuels for the 2010 year. The bid was from Rinker Oil Company.

 

            ULSD #2 -- $2.439/Gallon

            All Weather ULSD #2 (winterized) -- $2.469/Gallon

            Regular Unleaded -- $2.2640/Gallon

 

Councilman Miller moved that the Rinker Oil bid be accepted, and Councilman Bower seconded. 5 ayes, 0 noes.

 

WATER AND SEWER DEPARTMENT

 

Superintendent Potter and Superintendent Peet will coordinate their departments to demolish and remove the old barn next to the W/S garage.

 

A new D.E.C. inspector will be working in this area.

 

A leak in a water service line was discovered at the Howard Byer property at 70 S. Genesee Street. A repair was allowed, but Superintendent Potter requested authority to require a replacement.

 

Supervisor Ricketts moved that a letter be sent to Howard Byer requiring replacement of the defective water service line by April 1, 2010. Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

Also discussed were plans for equipment upkeep and replacement, new testing mandated by the State of New York, and possible construction of a roof over the sewer beds. 

 

SUPERVISOR’S AGENDA

 

Councilman Austin moved that the following transfers be authorized, and Councilman Miller seconded. 5 ayes, 0 noes.

Jean O’Connell from the grant writer’s office contacted the Supervisor with an update on the Stage III application for work in Cold Creek. It is an ongoing project.

 

Town policies were handed out for review and future consideration at a Board meeting.

 

 

 

 

TOWN CLERK’S ITEMS

 

The new furniture at the Clerk’s office is in place. Clerk MacEwan stated her appreciation for the assistance of the Highway crew and Jim Mills in making the transition.

 

Updating the Record’s Room grant project, Clerk MacEwan told the Board that funds have been cut by about $2000.00, and the first state payment was slated to arrive by the end of January 2010.  Supervisor Ricketts will speak to contractor Dana Arnold about his proposal for the construction and the new time frame.

 

BILLS AND REPORTS

 

Councilman Miller moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Austin seconded. 5 ayes, 0 noes.

EXECUTIVE SESSION

 

Supervisor Ricketts moved that the Board go into Executive Session to discuss pending negotiations, and Councilman McKurth seconded. 5 ayes, 0 noes.  The Board entered Executive Session at 8:10 PM and returned to open meeting upon passage of a motion by Councilman McKurth and seconded by Councilman Austin at 9:30 PM.

 

Councilman McKurth moved that the meeting be adjourned; Councilman Austin seconded. 5 ayes, 0 noes. Meeting adjourned at 9:31 PM.

 

The next regular meeting of the Hume Town Board will be February 10, 2010 at 7:00 PM at the Museum.
