TOWN OF HUME
A regular meeting of the
Hume Town Board, Allegany County, New York was held at the Town of Hume Museum,
10842 Claybed Road, Hume, New York on February 11, 2009. Supervisor Craig E. Smith opened the meeting
at 7:00 PM and led the Pledge of Allegiance to the Flag.
Officials in attendance: Craig Smith, Supervisor: Council members Dennis Ricketts, Bryce Bower, Daniel Miler, and Robert Beil; Attorney David Pullen; Water and Sewer Superintendent Dana Potter; Historian Rondus Miller; and Clerk Sondra MacEwan.
Councilman Miller moved that the minutes of the January 14, 2009 meeting of the Board be accepted as presented, and Councilman Ricketts seconded. 5 ayes, 0 noes.
Historian Rondus Miller explained that a new association is being formed – the Government Appointed Historians of Western New York (GAHWNY) – primarily to geographically serve the western portion of the state.
The Board decided to apply for a LMI grant for improvements to the Museum cellar. Estimates will be sought for the application.
Councilman Ricketts moved that the Town advertise for bids for the installation of a cement floor in the Museum cellar. Councilman Bower seconded. 5 ayes, 0 noes. Bids will be opened at the March meeting of the Board at 8:00 PM.
Councilman Ricketts moved that Gerald McGlynn and Carole McGlynn be appointed School Crossing Guards. Councilman Miller seconded. 5 ayes, 0 noes.
Superintendent Potter told the Board that prices on supplies, lab tests, and equipment parts are on the rise. He may seek a different lab testing service.
Attorney David Pullen filed the Map, Plan and Report with the Town Clerk for the establishment of the Hume Lighting District.
He explained the timeline of procedures and the calculation of cost per parcel owner.
Councilman Beil moved that a Public Hearing on the proposed Lighting District be called for March 11, 2009 at 7:30 PM. Councilman Ricketts seconded. 5 ayes, 0 noes.
The Board discussed adopting a local law concerning building set back regulations to help keep all members of the Code Enforcement Consortium on a level basis.
Councilman Ricketts moved that a Public Hearing be held on March 11, 2009, at 7:45 PM, to hear any concerned parties regarding adoption of Local Law #1 of 2009 regulating building set backs. Councilman Miller seconded. 5 ayes, 0 noes.
Lanny and Patty Clark sent a Thank You note to the Board for resolving their retirement issues.
Supervisor Smith attended a press conference on the Waterways Resort project under development in Angelica.
No action on the Cold Creek projects was reported.
The Town of Hume received a $21000.00 Community Planning Grant. To facilitate implementation of the grant, Councilman Miller moved that the Town form a Comprehensive Planning Committee. Councilman Bower seconded. 5 ayes, 0 noes.
Councilman Miller moved that the Town accept the funds from the Community Planning Grant award. Councilman Ricketts seconded. 5 ayes, 0 noes.
J. O’Connell and Associates supplied a status report on grant applications. The Board concurred that the contract with O’Connell be renewed for the upcoming quarter.
Councilman Ricketts moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Bower seconded. 5 ayes, 0 noes.

Councilman Miller urged the Board to examine the contract concerning the former Village tennis courts.
David Pullen reported on his trip to Albany as a District I Legislator. He returned with the impression that funds through the Federal Stimulus Package could become available for infrastructure projects like water line and sewer system repairs.
Councilman Ricketts moved that the meeting be adjourned, and Councilman Miller seconded. 5 ayes, 0 noes. Meeting adjourned at 9:00 PM.
