TOWN OF HUME
MARCH 9, 2011
A
regular meeting of the Hume Town Board, Allegany County, New York was held at
the Town of Hume Museum, 10842 Claybed Road, Hume, New York on March 9,
2011. Supervisor Dennis Ricketts called
the meeting to order at 7:00 PM, and led the Pledge of Allegiance to the Flag.
Town
officials in attendance included:
Supervisor Dennis Ricketts; Council members Daniel Miller, Christopher
Austin, Bryce Bower, and Gregory McKurth; Highway Superintendent Kevin Peet;
Attorney David Pullen; and Clerk Sondra MacEwan.
Councilman
Miller moved that the minutes of the February 9, 2011 meeting of the Board be
accepted as presented. Councilman McKurth seconded the motion. 5 ayes, 0 noes.
Shelter
and DCO records inspections received satisfactory ratings.
Over
30 “new” dog licenses have been issued since January 1, 2011.
Superintendent
Peet shared his efforts to renew the Cold Creek permit.
Pine
Grove Cemetery Association asked about purchasing fuel from the Town, and about
possible purchasing of equipment through State bids. The Board discussed these
issues, referring the Association to the Division of Cemeteries about equipment
purchasing.
Councilman
Austin moved that the Pine Grove Cemetery Association be allowed to purchase
fuel from the Town, and Councilman Bower seconded the motion. 5 ayes, 0 noes.
The
fate of Lattice Bridge was discussed. Topics were the liability of the span,
access, and possible removal. Attorney David Pullen will research the procedures
involved in an official abandonment.
When
the Town’s sidewalk snowplow developed mechanical problems, Robert Ferris was
hired to clear the sidewalks with his own equipment. Meanwhile, parts were
ordered for the repair of the Town unit, and a replacement machine was
considered.
Councilman
Austin moved that the Highway Superintendent be authorized to request bids for
a compact track loader. Councilman Miller seconded the motion. 5 ayes, 0 noes.
Bids will be opened at 7:30 PM on April 13, 2011.
Councilman
Bower moved that the Highway Superintendent be authorized to advertise for bids
for Asphalt and Construction materials for 2011. Councilman McKurth seconded. 5
ayes, 0 noes. Bids will be tallied on
April 11, 2011, and the results considered at 7:15 PM on April 13, 2011.
At
7:30 PM, Supervisor Ricketts opened the Public Hearing to hear any person
interest in the matter of the adoption of Introductory Local Law No.1 of 2011
entitled “The Town of Hume Cross-Connection Control Local Law.
No
one was present for the hearing, but the hearing remained open until 7:50 PM
when Councilman McKurth moved that the hearing be closed. Councilman Miller
seconded the motion. 5 ayes, 0 noes.
Councilman
Miller moved that Introductory Local Law No. 1 of 2011 be adopted, and
Councilman McKurth seconded the motion.

Supervisor
Ricketts declared the law adopted, and directed its filing with the State.
Gerald
McGlynn presented two of his artistic creations to the Town of Hume Museum and
one to the Town Hall. The Museum received his paintings of the Hume Mill and
the Fillmore Railroad Depot, and the Town office received the Railroad Bridge
at Letchworth Park.
The
2010 Water Quality Report has been drafted, and the Cross Connection policies
and procedures document in being prepared. A flyer will be sent to all
customers before inspections begin.
The
Union employees have accepted a change in health insurance provider. Beginning
on April 1, 2011, the coverage will be through Univera.
No
Notice of Defect was filed on the section of sidewalk where a tripping incident
occurred. The insurance company will not make payment on the claim for injury.
The
Genesee River is cutting in drastically toward State Route 19 south of
Fillmore. Supervisor Ricketts contacted Assemblyman Daniel Burling and State
Senator Catharine Young stressing the urgent need of remedial action. State
Highway crews have been seen working on the site, but surveillance of continued
erosion should continue and mitigation efforts should to be pushed forward.
Councilman
Miller moved that the Town renew insurance coverage through Walker &
Marshall Insurance. Councilman McKurth seconded. 5 ayes, 0 noes.
Tentative
arrangements for Memorial Weekend events were discussed. There is the
possibility of a car show, talent show, and street dance.
(At
this point, Councilmen McKurth and Bower were excused.)
Councilman
Miller completed an audit of the Justice Court records on March 8, 2011, and
filed a report with the Town Clerk.
Frances
Smith asked if the Town would take over responsibility for the Bulletin Board
on Main Street. No action taken.
Councilman
Austin moved that the Board enter Executive Session to discuss personnel
issues. Councilman Miller seconded. 3 ayes, 0 noes. The Board entered Executive
Session at 8:10 PM, and returned to open session at 8:45 PM.
Councilman
Austin moved that the reports of the Supervisor and Clerk be accepted as
presented, and that the bills be accepted for payment. Councilman Miller
seconded. 3 ayes, 0 noes.
