TOWN OF HUME

MARCH 12, 2008

 

A regular meeting of the Hume Town Board, Allegany County, New York was held on

March 12, 2008 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor Craig Smith called the meeting to order at 7:00 PM and led the Pledge of Allegiance to the Flag.

 

Officials in attendance were: Supervisor Craig Smith; Council members Robert Beil, Bryce Bower, Daniel Miller, and Dennis Ricketts; Highway Superintendent Ron Paulsen; Water/Sewer Superintendent Dana Potter; Attorney David Pullen; Historian Rondus Miller; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Ricketts moved that the minutes of the February 13, 2008 meeting of the Board be accepted as presented, and Councilman Miller seconded. 5 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Councilman Ricketts moved that the Highway Superintendent be authorized to advertise for bids for Asphalt and Construction Materials for the 2008 season. Councilman Bower seconded. 5 ayes, 0 noes.

 

The bids will be opened and tallied on April 8, 2008 at 10:00 AM at the Town Clerk’s office. The Board will consider the possible award of the contract at their regular meeting on April 9, 2008 at 7:20 PM.

 

Rumble Valley Raceway with Rich Neal listed as group leader has renewed their Adopt-A-Highway Contract for a two-year period.

 

MUSEUM

 

Councilmen Beil and Ricketts met with Historian Rondus Miller on February 26, 2008 to discuss proposals for a heating system for the Museum.  The differences in the specifications on the two proposals were discussed. It was suggested that Rinker Oil be asked to submit a new proposal based on the exact specifications of the Bower proposal.

 

Ms. Miller requested further meetings with the Building Committee to discuss the blacktop area and the fire escape.

 

On March 11, 2008, Ms. Miller attended Bicentennial ceremonies at the Town of Caneadea.

 

WATER AND SEWER DEPARTMENT

 

Superintendent Potter told the Board that a water line leak on North Genesee Street has been repaired. He estimated that the system lost 35 to 40 thousand gallons a day because of the break.

 

Fillmore Central School is proposing a new service installation, and has provided maps to Superintendent Potter. He, in turn, has contacted MRB for a consultation.

 

The Minard Park Beautification Committee delivered a letter to the Board requesting installation of a water source for watering plants at the gazebo, and the installation of a water fountain for the enjoyment of the public.

 

Attorney Pullen stated that an easement to run a line would need to be obtained from the Allegany County School Federal Credit Union. Superintendent Potter was asked to compile cost estimates for a meter pit, hydrant, and fountain for further consideration by the Board.

 

Councilman Ricketts moved that the Superintendent of Water and Sewer be authorized to advertise for bids for Pumping Septic Tanks in the Hume Sewer District. Councilman Miller seconded. 5 ayes, 0 noes. Bids will be opened at 7:30 PM on April 9, 2008.

 

PLAYGROUND

 

Supervisor Smith, Councilmen Bower, Councilman Miller, Superintendent Potter, and Jim Mills met with a representative of the R.E. Woodson Company at the park pavilion to begin development of a plan for adding playground equipment to the park. A design plus cost estimates is expected soon.

 

Councilman Miller suggested that area individuals and organizations might be willing to raise funds for upgrading the equipment or park facilities past the point affordable to the Town budget.

 

SUPERVISOR’S AGENDA

 

After discussion, Supervisor Smith moved that the Town of Hume join Southern Tier West at the Tier III level and pay the membership fee of $1500.00. Councilman Bower seconded the motion. 5 ayes, 0 noes.

 

A letter will be sent to Southern Tier West pressing for updates on the GIS site.

 

Councilman Beil moved that the Town accept the insurance policy renewal package from Walker Insurance, and that the premium be paid ($32339.04). Councilman Ricketts seconded. 5 ayes, 0 noes.

 

MRB Group submitted two reports. The first reviewed the modifications needed to convert the church to Town office space. The second was a proposal for preparation of a preliminary design and scope for construction of new facilities.

 

After a brief discussion Councilman Bower moved to table further discussion on the church and the secondary proposal. Councilman Miller seconded. 5 ayes, 0 noes.

 

Supervisor Smith reported that Congressman Kuhl’s office has not yet responded to the Town concerning the grant application for work in Cold Creek. However, forms for applying for a permit to move gravel in Cold Creek have been received from the DEC, and Jim Genera has been contacted about helping to prepare the application.

 

Councilman Ricketts moved that the following list of transfers be approved, and Councilman Miller seconded. 5 ayes, 0 noes.

ANNOUNCEMENTS

 

Attorney David Pullen announced a Public Hearing on March 24, 2008, at the Centerville Town Hall concerning the Wind Field Environmental Impact Study.

Councilman Beil moved that the reports of the Supervisor and Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Ricketts seconded the motion. 5 ayes, 0 noes.

Councilman Miller moved that the meeting be adjourned. Councilman Ricketts seconded. 5 ayes, 0 noes. Meeting adjourned at 8:30 PM.

 

The next regular meeting of the Hume Town Board will be April 9, 2008 at 7:00 PM at the Museum.
