TOWN OF HUME
MARCH 14, 2012
A
regular meeting of the Hume Town Board, Allegany County, New York was held at
the Town of Hume Museum, 10842 Claybed Road, Hume, New York on March 14,
2012. Supervisor Dennis Ricketts called
the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the
Flag.
Town
officials in attendance included: Supervisor Dennis Ricketts; Council members
Christopher Austin, Bruce Hinz (late arrival), and Daniel Miller; Highway
Superintendent Kevin Peet; Deputy Clerk Joanne Cockle; and Clerk Sondra
MacEwan. Councilman Gregory McKurth was absent.
Councilman
Miller moved that the minutes of the February 15, 2012 and the March 6, 2012
meetings of the Hume Town Board be accepted as presented. Councilman Austin
seconded the motion. 3 ayes, 0 noes, 1 absent, 1 late arrival.
Mike
Fish and Supervisor Ricketts led a brief discussion about the erosion of the
Genesee River, the state of the riprap, and the site investigation done by
E&M Engineers. No action taken.
Superintendent
Peet told the Board he is considering the purchase of a different pickup for
the Highway Department as well as the sale of the pickup formerly used by the
Water & Sewer Department. He will present State Bid prices at the next
meeting of the Board.
The
agreement with Jay Cockle for gravel purchasing was discussed. Superintendent
Peet will examine County bid pricing before negotiations resume.
Superintendent
Peet reported that all the Town vehicles now have the plates required by the
insurance company and new state laws.

After
review, Councilman Austin moved that Superintendent Kevin Peet be authorized to
check the references and bids of the three lowest bidders and, at his
discretion, to award the bid. Councilman Miller seconded. 4 ayes, 0 noes, 1 absent.
MRB
Engineers has completed their feasibility study of the possible connection of
the Hume Sewer System to the Caneadea Sewer System. The engineers will be asked
to attend the next meeting to further explain their findings.
The
Town of Caneadea has proposed a $2.00/thousand gallon charge for selling water
to the Town of Hume.
Councilman
Miller moved adoption of Resolution 3-A-12 in support of the Allegany County
Water Systems Sharing Opportunities Analysis Grant Application. Supervisor
Ricketts seconded. 4 ayes, 0 noes, 1 absent.
The
Sanford Springs water system has received a letter delineating violations, and
will be holding a meeting for all concerned parties.
Councilman
Austin moved that the Town proceed with the Requests for Proposals for the
Engineering of the Park Grant. Supervisor Ricketts seconded. 4 ayes, 0 noes, 1
absent.
Councilman
Miller has met with Fillmore Central School’s Interim Superintendent about the
Town of Hume ball field.
Councilman
Austin moved that the locks on the Park Pavilion be changed to avoid the
accidental locking of the doors by users. Councilman Hinz seconded. 4 ayes, 0
noes, 1 absent.
SUPERVISOR’S
AGENDA
The
Cold Creek project is advancing, with entrance points to the creek designated.
Work could begin by August.
Councilman
Miller moved that Margaret Mills be appointed as Summer Youth Recreation
Director. Councilman Austin seconded. 4 ayes, 0 noes, 1 absent.
Applicants
for the position of Dog Control Officer will be interviewed on March 21, 2012.
Councilman
Miller moved that the Supervisor be authorized to sign the new contract with
the SPCA Serving Allegany County. Councilman Austin seconded. 4 ayes, 0 noes, 1
absent.
Clerk
Sondra MacEwan will contact J. O’Connell’s office about purchasing the security
cameras for the park.
Supervisor
Ricketts moved that the Board enter Executive Session to discuss ongoing negotiations.
Councilman Miller seconded. 4 ayes, 0 noes, 1 absent.
The
Board entered Executive Session at 8:55 PM and returned to open meeting at 9:
30 PM.
Clerk
Sondra MacEwan asked that all reservations for the STW Government Conference on
May 9, 2012 be turned in by April 1st.
Councilman
Austin moved that a set of master keys for all departments be collected and
stored securely. Councilman Hinz seconded. 4 ayes, 0 noes, 1 absent.
Property
inventories for all departments should be made and maintained.
Councilman
Austin moved that the reports of the Supervisor and Town Clerk be accepted as
presented and that the bills be accepted for payment. Councilman Hinz seconded.
