TOWN OF HUME

MARCH 23, 2010

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on March 23, 2010.  At 7:00 PM, Supervisor Dennis Ricketts called the meeting to order and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Dennis Ricketts; Council members Bryce Bower, Christopher Austin, Gregory McKurth, and Daniel Miller; Water/Sewer Superintendent Dana Potter; Highway Superintendent Kevin Peet; Historian Rondus Miller; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Austin moved that the minutes of the March 10, 2010 meeting of the Board be accepted as presented, and Councilman McKurth seconded the motion. 5 ayes, 0 noes.

 

MUSEUM

 

The Board discussed the bill for electrical work in the Museum cellar that was outside the scope of the Records Storage Room grant. Glenn Burgess, who had undertaken the work, was present for the discussion.

 

The prime questions concerned procedural responsibility and authority. The work itself was considered well done and an asset to the building.  However, although the work completed might in the future have been undertaken, it was not ordered at this time.

 

Councilman Miller moved that the bill for from Glenn Burgess in the amount of $2248.65 be paid, and Councilman Austin seconded. 4 ayes, 1 no. Councilman McKurth voted no because of protocol and accountability concerns.

 

The Board discussed procedures connected to project management. They agreed that supervision protocols should be tightened and standardized so that everyone knew the management and oversight policies.

 

Councilman Bower moved that a change order for the climate control device suitable for cooling the entire Museum be approved and signed. Supervisor Ricketts seconded. 5 ayes, 0 noes.

 

Supervisor Ricketts moved that the bill for $1273.00 from Dana Arnold Building & Remodeling for the extended HVAC unit be approved for payment. Councilman Miller seconded 5 ayes, 0 noes.

 

BILLS AND REPORTS

 

Supervisor Ricketts moved that the reports of the Supervisor and Town Clerk be accepted, and that the bills be accepted for payment. Councilman Miller seconded. 5 ayes, 0 noes.

 

(General $10047.63; Sewer - $266.42; Planning - $1440.00; Water - $686.30; Highway - $51055.43; Fire Protection - $163.13.)

 

HIGHWAY

 

There was discussion on the availability of gravel and the purchasing of gravel from the Hinz gravel pit. Superintendent Peet is aware of this option.

 

Talk turned to the gravel agreement with Teddy Tomaszewski. The property has been listed for the County tax sales.

 

Supervisor Ricketts moved that the Town of Hume offer to Allegany County $6044.91 (current taxes, back taxes and filing fee) for a Quit Claim deed to the Tomaszewski property on Stone Spring Road  #3.-3-12. Councilman Bower seconded the motion. 5 ayes, 0 noes.

 

Councilman Miller moved that a 10% bid deposit to Allegany County be authorized, and Supervisor Ricketts seconded. 5 ayes, 0 noes.

 

A letter from the New York State Emergency Management Office was received saying that the Town’s application for Hazard Mitigation Funds for Cold Creek had been reviewed and was being forwarded to FEMA.

 

The auction of the Dodge Pickup was reconsidered.

 

Supervisor Ricketts moved that the Dodge Pickup be sent to Mason’s for auction contingent on the cancellation of the Teitsworth agreement and a guarantee/reserve of $3000.00 from Mason. Councilman Bower seconded the motion. 5 ayes, 0 noes.

 

LOCAL LAW – SIDEWALKS

 

A draft of a proposed local law regulating sidewalks was passed out for study. It will be discussed at the next meeting.

 

FILLMORE FEST

 

FABA  sent a request for permission to hold the 8th Annual Fillmore Fest from May 28 to May 30th, 2010.

 

Councilman McKurth moved that Fillmore Fest be approved, and Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

EXECUTIVE SESSION

 

Supervisor Ricketts moved that the Board enter Executive Session to discuss pending negotiations, and Councilman Austin seconded. 5 ayes, 0 noes. The Board entered Executive Session at 7:55 PM and returned to Open Meeting at 8:47 PM.

 

Supervisor Ricketts moved that the meeting be adjourned. Councilman Austin seconded. 5 ayes, 0 noes. Meeting adjourned at 8:50 PM.

 

The next regular meeting of the Hume Town Board will be April 14, 2010 at 7:00 PM at the Town Museum.
