TOWN OF HUME

APRIL 11, 2012

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on April 11, 2012.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included: Supervisor Dennis Ricketts; Council members Gregory McKurth, Bruce Hinz, and Daniel Miller; Highway Superintendent Kevin Peet; Attorney David Pullen; Deputy Clerk Joanne Cockle; and Clerk Sondra MacEwan. Councilman Christopher Austin was absent.

 

MINUTES

 

Councilman Miller moved that the minutes of the March 14, 2012 meeting of the Hume Town Board be accepted as presented, and Councilman Hinz seconded the motion.  4 ayes, 0 noes.

 

COMMUNITY FORUM

 

Mike Fish asked if there was a routine monthly procedure in the Water Department that would explain the discolored water he finds at his home. Superintendent Dana Potter replied that there is not. A discussion followed about the high speed of traffic and the resultant vibrations being a possible source of the sediment. Supervisor Ricketts offered to speak with the State Troopers about traffic speeds in the Bernard Street-State Route 19 area.

 

DOG CONTROL OFFICER

 

Ray Swarthout was introduced to the Town Board as a candidate for the position of Dog Control Officer.

 

Councilman Miller moved that Ray Swarthout be appointed on a 6-month provisional basis with a salary of $3000.00 per year and the term to begin on May 1, 2012.  Councilman Hinz seconded. 4 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Highway Superintendent Kevin Peet and the Board discussed purchase of a pickup truck for the Highway Department and the sale of an older pickup and other surplus items.

 

Councilman Miller moved that the 2004 Chevy 2500HD pickup, tires and rims from the roller, tires and rims from the bucket tractor, a pickup toolbox, 1 vibratory plate, and 1 tamper be declared surplus property, and Councilman McKurth seconded. 4 ayes, 0 noes.

 

Councilman Hinz moved that the 2004 pickup be sold at Richard Mason’s auction on April 21, 2012 with a reserve price of $3000.00, and that the other items declared surplus also be sold at the auction. Councilman Miller seconded. 4 ayes, 0 noes.

 

Superintendent Peet told the Board that he is considering a different broom for roadwork.  Variations of this type of equipment were discussed. Superintendent Peet will also make contact with the Teitsworth Auction service for information about municipal surplus sales.

 

Councilman Miller moved that the Town renegotiate the gravel purchase agreement with Jay Cockle at a price of  $4.80 per ton. Councilman McKurth seconded the motion. 4 ayes, 0 noes.

 

Because there has been only light attendance at recent White Goods Clean Up Day events, the Board decided not to hold the clean up this year, and to offer the program only every 2nd year.

 

SIDEWALKS

 

Superintendent Peet checked the references of Micek Construction of Falconer, New York as apparent low bidder on the sidewalk renovation project. He found that Micek had experience with municipal projects and procedures, and their work was good quality. The company hopes to begin work in Fillmore near the end of April.

 

MUSEUM

 

The Victorian Doll Museum & Hospital in North Chili donated a wedding dress to the Hume Museum that was worn by Hattie Doud for her marriage to William Stacy in 1885.

 

Historian Rondus Miller asked for help in removing the flag at the Museum.

 

The next issue of the Bee is due for publication in April.

 

WATER, SEWER, AND PARKS

 

The damaged door at the Pavilion has been replaced, and new closure/ new key arrangements have been installed.

 

The 2011 Water Quality Report has been prepared.

 

One water storage tank has been cleaned and the second tank is scheduled for cleaning. Superintendent Potter plans to flush hydrants and lines in early to mid-summer.

 

MRB Group will be present at the next Board meeting to discuss the updated Sewer Study.

 

SUPERVISOR’S REPORT

 

Supervisor Ricketts moved adoption of Resolution 4-A-12, resolving that the Town Board of the Town of Hume authorize the Town Supervisor to execute the amended agreement with NYClass. Councilman McKurth seconded. 4 ayes, 0 noes.

 

Councilman McKurth moved to increase the number of townships contacted for agreements and monetary support of the State Trooper’s Satellite Office in the Town of Hume to include the northern tier of towns in Allegany County. Councilman Miller seconded. 4 ayes, 0 noes.

 

Councilman Miller moved to correct the 2011 Retirement Hours Calculation and to submit the 2012 Retirement Hours to the New York State Retirement System. Councilman McKurth seconded. 4 ayes, 0 noes.

 

E&M Engineers will seek permission for an annual clean up as part of the Cold Creek project. Councilman McKurth will speak with the engineers about this stipulation

 

Councilman Miller moved that the Supervisor be authorized to transfer $400000.00 from the investment accounts to interest bearing accounts at Community Bank. Councilman Hinz seconded. 4 ayes, 0 noes.

 

 

EXECUTIVE SESSION

 

Councilman Miller moved that the Board enter Executive Session to discuss ongoing negotiations, and Councilman Hinz seconded. 4 ayes, 0 noes. The Board entered Executive Session at 8:05 PM and returned to open meeting at 9:15 PM.

 

BILLS AND REPORTS

 

Councilman McKurth moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Miller seconded. 4 ayes, 0 noes.

CLERK’S TOPICS

 

The 2012 Town and County tax collection was reconciled with Allegany County on April 5, 2012. 89% of the taxes were collected before the books were turned in to the County.

 

A Primary Election will be held on April 24, 2012 from Noon until 9:00 PM at the Fire Hall.

 

The Board agreed to change the date of the next Board Meeting to May 16, 2012 at 7:00 PM at the Museum to facilitate attendance of officials at the Local Government Conference in Houghton on May 9th.

 

Councilman Hinz moved that the meeting be adjourned, and Councilman Miller seconded. 4 ayes, 0 noes. Meeting adjourned at 9:20 PM.

 

The next regular meeting of the Hume Town Board will be Wednesday, May 16, 2012 at 7:00 PM at the Town Museum.
