TOWN OF HUME

MAY 11, 2011

 

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on May 11, 2011.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included: Supervisor Dennis Ricketts; Council members Daniel Miller, Christopher Austin, Bryce Bower, and Gregory McKurth; Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Miller moved that the minutes of the April 13, 2011 meeting of the Board be accepted as presented. Councilman McKurth seconded the motion. 5 ayes, 0 noes.

 

COMMUNITY FORUM

 

Allen Yanda explained the problems caused to his property by the closing of the bridge on Higgins Creek Road (in the Town of Centerville) and the erosion encroaching on the road (Town of Hume). He fears that his property will be cut off from any access should the erosion continue. Seven residences are impacted by the situation. He previously contacted the Town of Centerville and Allegany County.

 

The Board along with David Pullen in his position as County Legislator discussed the situation with Mr. Yanda. The Board will meet to view the site on Friday, May 13, 2011.

 

Jim Sanders was present to discuss the Hume Sanford Springs situation, specifically asking for monetary figures for a possible connection to Town of Hume Water System. The residents using the springs need some basis for making their decisions.

 

Supervisor Ricketts and the Board emphasized that the Sanford Spring users need to get organized. The County and the Town need to have a contact person(s).  An executive board was one of the first requirements for compliance with the State and County requirements. The group must also make a good faith effort to comply with all other regulations.

 

One concern of the Board was that by providing a Temporary Hookup to the residents, the emergency nature of a permanent connection would be removed from an application for grants funds.

 

The Town cannot take any further action until the spring customers organize and present their preferences and time line for compliance.

 

MUSUEM

 

Rondus Miller told the Board that Jim Sander’s geo-caching project has produced visitors to the Town Museum and circulated a lot of information about the Town of Hume.

 

On June 13, 2011, county school children will meet at Fillmore Central School to learn about the history of the Town of Hume

 

Mrs. Miller reported that she switched her phone and Internet service to Verizon Wireless under a government option program. This service also makes Town employees eligible for a discount on their cell phone service.

 

Richard Wolfer gave the Museum a 1941-42 baseball scorebook, the time frame for the no-hitter pitched by Marley Hodnett.

 

Councilman McKurth moved that the proposal from White’s Painting for $6000.00 to redo the defective paint job at the Museum be approved, and that a 1/3 payment be authorized to purchase supplies. Councilman Bower seconded. 5 ayes, 0 noes.

 

SUMMER EMPLOYMENT

 

Councilman Miller moved that two part-time summer laborers be hired, and Councilman Bower seconded the motion. 4 ayes, 0 noes. (Councilman McKurth had been excused for a brief time.)

 

LEGAL ISSUES

 

Attorney Pullen gave a review of his research into the procedure to abandon and dismantle Lattice Bridge. The Board decided to table any further action.

 

WATER AND SEWER DEPARTMENT

 

A ditch running along the Greenway Trail has caused flooding on Minard Street and an infiltration concern for the Water/Sewer Department.

 

Superintendent Peet has been in contact with the DEC about the problem. The Board hopes that further discussion with the DEC will lead to an annual maintenance schedule. The Board will visit the area on Friday, March 13, 2011 to assess the situation.

 

SUPERVISOR’S AGENDA

 

Councilman Bower moved that Margaret Mills be reappointed as Director of the Summer Recreation Program. Councilman Austin seconded. 5 ayes, 0 noes.

 

Councilman Austin moved that the Town endorse the Fillmore Fest activities by providing insurance coverage. Councilman Miller made the second. 5 ayes, 0 noes.

 

Supervisor Ricketts reported that the sign for the Park grant has been ordered.

 

Councilman Miller asked that Town personnel removed a section of fence at the tennis courts that has been damaged.

 

CLERK’S TOPICS

 

Councilman Austin moved that the Town charges for copies be set at $.25 per page for black & white, and $1.00 per page for color copies. Councilman McKurth seconded. 5 ayes, 0 noes.

 

Supervisor Ricketts moved that the Town support the pay raise proposed by Allegany County for Election Inspectors, and Councilman Bower seconded. 5 ayes, 0 noes.

 

Councilman Austin moved that the next meeting of the Town Board be held at the Park Pavilion, and Councilman McKurth seconded. 5 ayes, 0 noes.

 

EXECTUIVE SESSION

 

Supervisor Ricketts moved that the Board enter Executive Session to discuss ongoing negotiations. Councilman Austin seconded. 5 ayes, 0 noes.

 

The Board entered Executive Session at 9:30 PM and returned to Open Meeting at 10:05 PM.

 

BILLS AND REPORTS

 

Councilman Bower moved that the reports of the Supervisor and Clerk be accepted as presented, and that the bills be accepted for payment with the following exceptions: (1) excluding Voucher #78 of the Highway Abstract to NAPA for $461.20; (2) excluding Voucher #124 from the Water Department Abstract to MRB for $3748.92, and (3) adding a payment to White’s Painting for $2000.00 per their proposal. Councilman Austin seconded. 5 ayes, 0 noes.

Councilman Austin moved that meeting be adjourned; Councilman McKurth seconded. 5 ayes, 0 noes. Meeting adjourned at 10:10 PM.

 

The next regular meeting of the Hume Town Board will be at the Park Pavilion at 7:00 PM on June 8, 2011.
