TOWN OF HUME

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on May 12, 2010.  At 7:00 PM, Supervisor Dennis Ricketts called the meeting to order and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Dennis Ricketts; Council members Bryce Bower, Christopher Austin, Gregory McKurth, and Daniel Miller; Water/Sewer Superintendent Dana Potter; Highway Superintendent Kevin Peet; Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman McKurth moved that the minutes of the April 14, 2010 meeting of the Board be accepted as presented. Councilman Austin seconded the motion. 5a yes, 0 noes.

 

FILLMORE FEST

 

Howard Byer, Tom Huey, Deb and Terry Wagoner, and Matt Ellis attended the meeting to answer questions and clarify issues regarding the 2010 Fillmore Fest.  The Memorial weekend event is organized by FABA, but the Town of Hume underwrites insurance costs, and many events are held on Town property.

 

The Board received assurance that all safeguards are being considered, and that security will be maintained.

 

Attorney Pullen drafted Hold Harmless agreements for various events, and all vendors have been asked to submit Certificates of Insurance.

 

SEPTIC BIDS

 

At 7:30 PM, Supervisor Ricketts opened bids for the pumping of septic tanks. Two bids were received:

            Zuech’s Environmental            $.115/gal  May through October

                                                            $.14/gal    November through April

            LL White Septic                $.11/gal    May through October

                                                            $.135/gal   November through April

The bid from Zuech also included options for agreements longer than the one-year bid request.

 

Councilman Miller moved that all bids for septic pumping be rejected, and Councilman McKurth seconded. 5 ayes, 0 noes.

 

Councilman Austin moved that the Superintendent of Water and Sewer be authorized to bid for the pumping of septic tanks in the Town of Hume Sewer District in multiples of 1,2 and 4 year agreement terms. Councilman Miller seconded. 5 ayes, 0 noes.

 

MUSEUM

 

The second issue of The Bee, the Town newsletter, has been published. Deadline for material for the next issue is June 15, 2010.

 

The insulation has been installed in the Museum. When the weather is suitable, thermal imaging will be done to determine effectiveness.

 

The Building Committee will meet to consider the area behind the Museum for makeover into a parking area. The basketball nets will be relocated, possibly to the former tennis courts.

 

WATER, SEWER, SIDEWALKS & PARKS

 

The septic pumping has been completed for 2010.

 

Hydrant flushing is scheduled for June 6 through June 12th.

 

After an on-site examination of sidewalks, priority areas for repair were determined to be sections along County Road 4 and on State Route 19 from the corner to the bridge. Contact will be made with the County DPW and the State DOT for insight and possible permits.

 

Supervisor Ricketts will contact Howard Byer with a deadline for replacing a water service line at his South Genesee Street property. Mr. Byer will also be advised that rubble on his East Main Street property should be removed.

 

HIGHWAY DEPARTMENT

 

The Tomaszewski property on Stone Spring Road is no longer available through County Tax Sale. The owner made restitution to the County.

 

The Highway Department is scheduled to patch and seal Park Drive before Memorial Day.

 

The Hazard Mitigation Plan was discussed at the May meeting of the County Highway Superintendents. It has been five years since the Town’s plan was written, and it now needs to be updated. Councilman Miller began work on this earlier in the year, and he will meet with Superintendent Peet to continue the project.

 

Superintendent Peet inspected the Reda property on Torpey Street. He will contact her about possible solutions to her standing-water situation.

Jerry Brown on Liberty Street in Hume contacted Superintendent Peet about a drainage problem that might involve a water line. Superintendent Peet and Superintendent Potter will assess the situation.

 

There was discussion on traffic safety as related to the blinking light at the State Route 19 and 19A intersection. There is apparently a sign that might clarify the stop/through traffic confusion. Superintendent Peet will contact the DOT.

 

LEGAL TOPICS

 

The Board and Town Attorney discussed the Hold Harmless agreements for Fillmore Fest.  The insurance company will be queried as to who must file an individual or a blanket form.

 

Councilman Bower introduced proposed Local Law #1 of 2010 regulating the use and maintenance of sidewalks outside of the sidewalk district and called for a public hearing to be held on June 9, 2010 at 8:00 PM to hear any concerned with this topic. Councilman Austin seconded the motion.  5 ayes, 0 noes.

 

SUPERVISOR’S AGENDA

 

Twelve businesses have signed on board the Main Street grant proposal.

 

A meeting was held with Ray DeTine, a representative of Univera Insurance, and Town employees to discuss a proposed health insurance policy. A vote will be held to decide the issue.

 

Councilman Austin moved that a transfer be authorized moving $327.14 from A7110.1 to A1330.1 to correct a payroll error. Councilman Bower seconded. 5 ayes, 0 noes.

 

A meeting will be held at the Town Park on May 18, 2010 at 1:00 PM to discuss a possible grant application for park improvements.

 

Payment for the truck purchased by the Town of Arkwright was received.

 

Clerk Sondra MacEwan presented her concerns about the parking within the Town Park grounds. In addition to the damage done to the grounds by vehicles, there is serious concern for the safety of children playing on the playground equipment.

 

It was decided that a gate to limit vehicle access to the park would be installed when the fencing was changed or upgraded.

 

Councilman Bower moved that the proposal for fencing installation from Sunnydale Fencing be accepted at a cost not to exceed $11250.00. Councilman Austin seconded. 4 ayes, 1 no. Councilman Miller was the dissenting vote.

 

The prohibitive cost of having a camera security system installed in the Park was discussed.

 

Superintendent Ricketts moved that a 4 Channel DVR surveillance unit with four cameras be purchased from Harbor Freight to be installed by the Town. Councilman Bower seconded. 5 ayes, 0 noes.

 

CLERK’S MATTERS

 

The Board meeting on June 9, 2010 will be held at the Town Park Pavilion, open to the public at 7:00 PM. Prior to the meeting, Board members are invited to a dish to pass BBQ at 5:30 PM.

 

EXECUTIVE SESSION

 

Supervisor Ricketts moved that the Board enter Executive Session to discuss employee matters, and Councilman Austin seconded. 5 ayes, 0 noes. The Board went into Executive Session at 9:15 PM, and returned to open meeting at 9:55 PM.

 

BILLS AND REPORTS

 

Councilman Austin moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Bower seconded. (General $16935.15; Highway -- $9068.49; Planning -- $$2032.50; Fire Protection -- $420.35; Sewer -- $10373.02; Lighting -- $1360.01; Water -- $2611.15)

 

Councilman Austin moved that the meeting be adjourned. Councilman McKurth seconded. 5 ayes, 0 noes.  Meeting adjourned at 9:56 PM.
