TOWN OF HUME

MAY 14, 2008

 

A regular meeting of the Hume Town Board, Allegany County, New York was held on

May 14, 2008 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor Craig Smith called the meeting to order at 7:00 PM and led the Pledge of Allegiance to the Flag.

 

Town officials in attendance were: Supervisor Craig Smith; Council members Robert Beil, Bryce Bower, Daniel Miller, and Dennis Ricketts; Water/Sewer Superintendent Dana Potter; Attorney David Pullen; Historian Rondus Miller; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Ricketts moved that the minutes of the April 9, 2008 meeting of the Board be accepted as presented, and Councilman Miller made the second. 5 ayes, 0 noes.

 

EAGLE SCOUT CANDIDATE

 

Daniel Robertson was present to talk with the Board about an Eagle Scout candidacy project he hopes to complete before April 1, 2009. A list of suggestions for projects included installing park playground equipment, landscaping and installing parking at the Museum, refurbishing the Town Office building, and cleaning up the grounds and stabilizing the path at Lattice Bridge Cemetery.

 

Mr. Robertson will consider the options, and return at a later date with his proposal.

 

HIGHWAY DEPARTMENT

 

Supervisor Smith told the Board that Superintendent Ron Paulsen, concerned for the erosion control riprap along Rush Creek near Bottsford Hollow Road, had contacted the DEC. No permit for maintenance will be issued at this time.

 

A letter from the State Department of Transportation indicated that the Town would receive a larger CHIPS apportionment than expected.

 

To utilize this increase, Councilman Beil moved that $18986.00 be transferred from unallocated funds to DA5112.2. Councilman Ricketts seconded. 5 ayes, 0 noes.

 

DOG CONTROL

 

Councilman Bower moved that the Town of Hume sign agreements with the Town of Caneadea and the Town of Granger for dog shelter services for a three-year period. Councilman Miller seconded. 5 ayes, 0 noes.

 

 

 

MUSEUM

 

Two proposals for a new heating system were received –

            Rinker Oil                   $6250.00

            Darel K. Bower            $5975.00

 

Councilman Beil had questions about brand names and warranties. Rondus Miller will ask for clarifying information from the vendors.

 

Eric Richter, a history major at Brockport striving for early graduation, will index newspapers under an internship program at the Town of Hume Museum. Mrs. Miller asked the Board to consider monetary compensation for Mr. Richter. Funds could be made available by transferring funds from an existing Museum account to personnel.

Mr. Richter will be consulted.

 

WATER & SEWER DEPARTMENTS

 

Superintendent Potter told the Board that the flushing of hydrants and hydrant maintenance will begin the first week of June, and the project might last as long as three weeks. The appropriate notices will be posted.

 

Superintendent Potter is researching a new mower for the parks and grounds. More information on this will be coming up.

 

After investigating the placement of water lines and talking to the Credit Union, it was determined that providing water to the gazebo at Minard Park would cost between $3000 and $5000. The Board determined not to undertake the project.

 

SIDEWALKS

 

Superintendent Potter was authorized to prepare specifications and seek proposals for the repair of two sidewalk sections: a 450 foot section on Minard Street and a 300 foot section on West Main Street.

 

SUMMER LABOR

 

The Town has received three applications for part-time summer labor. The Board decided to further advertise the openings through the newspaper and Fillmore Central School. Applications will be received until June 6, 2008.

 

TOWN OF CENTERVILLE BICENTENNIAL

 

Marvin Covert presented a schedule of events for the Town of Centerville’s Bicentennial celebration in July, and extended an invitation to attend the events.

 

LEGAL TOPICS

 

David Pullen announced a District I Legislators Meeting to be held May 27, 2008 at 7:00 Pm in the Town of Rushford.

 

Supervisor Smith asked Mr. Pullen to review and study a notice from Time Warner Cable about negotiations for the franchise contract that expires in three years.

 

SUPERVISOR’S AGENDA

 

Supervisor Smith reported that James Janora, geologist, is no longer a private consultant. The Supervisor, therefore, contacted Chris Ernst, engineer for E&M, about the erosion problems on Cold Creek. Mr. Ernst is arranging a site consultation between the DEC and the Town. He also encouraged the Town to develop a long-range plan for the Cold Creek area that would be more comprehensive than just gravel removal.

 

A new proposal from R.E. Woodson for playground equipment was received that included the changes in apparatus requested by the Town Board. The Board studied the proposal, opted not to order the rubber surfacing because of it’s prohibitive cost, and chose red-white-and-blue as the color scheme.

 

Councilman Beil moved that the Town accept the equipment proposal, the supervised installation proposal, and the woodchip surfacing at a total cost of $26955.00. Councilman Ricketts seconded the motion. 5 ayes, 0 noes.

 

Councilman Beil moved that a down payment of 50% of the cost be authorized, and Councilman Ricketts seconded. 5 ayes, 0 noes.

 

Councilman Bower moved that Margaret Mills be appointed Summer Recreation Director and that Casandra Mills be appointed the Recreation Aide. Councilman Ricketts seconded. 5 ayes, 0 noes.

 

CLERK’S TOPICS

 

Town Clerk Sondra MacEwan handed out the Brooks Hose Company Roster, and announced an invitation to the Board for the Open House of the Allegany County Schools Federal Credit Union on May 17, 2008.

 

ALLEGANY COUNTY COMPREHENSIVE PLAN

 

Councilman Beil introduced a resolution (Res 5-A-08) stating that the Hume Town Board accepts Allegany County as the Lead Agency in regards to the requirements of the environmental impact assessment for the County Comprehensive Plan and moved adoption of said resolution. Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

BILLS AND REPORTS

 

Councilman Miller moved that the reports of the Supervisor and Town Clerk be accepted as presented and that the bills be accepted for payment. Councilman Ricketts seconded. 5 ayes, 0 noes.

 

(General -- $6822.50; Highway -- $9380.73; Lighting -- $1446.52; Sewer -- $1111.95; Water -- $4159.85)

 

Councilman Ricketts moved that the meeting be adjourned, and Councilman Miller seconded 5 ayes, 0 noes. Meeting adjourned at 8:35 PM.

 

 

The next regular meeting of the Hume Town Board will be June 11, 2008 at 7:00 PM at the Town Museum in the hamlet of Hume.
