TOWN OF HUME

MAY 16, 2012

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on May 16, 2012.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included: Supervisor Dennis Ricketts; Council members Christopher Austin, Gregory McKurth, Bruce Hinz, and Daniel Miller; Highway Superintendent Kevin Peet; Water & Sewer Superintendent Dana Potter; Attorney David Pullen; Deputy Clerk Joanne Cockle; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman McKurth moved that the Minutes of the April 11, 2012 meeting of the Hume Town Board be accepted as presented. Councilman Miller seconded. 5 ayes, 0 noes.

 

SEWER SYSTEM STUDY

 

Derek Anderson from MRB Group presented an overview of the findings of the Town of Hume Municipal Wastewater Treatment Improvements study.

 

This study updated and expanded a study done in 2007. Considered were various upgrades to the present facilities, installation of a different system, and consolidation with the Houghton system.  Possible costs and sources of funding were detailed.

 

The Board took no action after lengthy discussion, but the topic will remain open for further consideration and examination.

 

HIGHWAY DEPARTMENT

 

The sidewalk along State Route 19 south of the Jubilee Plaza has been poured. Though it took longer to complete than expected, the work was considered well done.

 

Superintendent Peet scheduled the paving of Flanagan Road to begin on the week of May 21st.

 

Councilman Miller moved adoption of Resolution 6-A-2012, and Councilman Austin seconded the motion. 5 ayes, 0 noes.

 

Res. 6-A-2012

            RESOLUTION AUTHORIZING THE SUPERVISOR OF THE TOWN OF HUME TO EXPEND FUNDS FROM THE TOWN OF HUME HIGHWAY EQUIPMENT            CAPITAL RESERVE FUND, SUBJECT TO A PERMISSIVE REFERENDUM.

The Town Board of the Town of Hume duly convened in regular session, does hereby resolve, pursuant to the provisions of Section 6-C of the General Municipal Law of the State of New York that the Supervisor of the Town of Hume hereby is authorized and directed to transfer from the Town of Hume Highway Equipment Capital Reserve Fund of said Town of Hume, duly established on the 12th day of October, 1994, to the Highway Fund (DA5130.2), the following amount, to wit: $180954.00, and to enter into contract for the purpose for which such fund was established...

            This resolution shall be subject to a permissive referendum as provided by law.

 

The Board discussed the State Bid price of a 2012 F150 pickup, but tabled the discussion.

 

CLERK’S TOPICS

 

Town Clerk Sondra MacEwan reported on the 2012 Local Government Conference held in Houghton on May 9, 2012. The attendance for the event was the highest in the 19 years the conference has been held. Town Clerk MacEwan, Deputy Clerk Joanne Cockle, and Justice Fred Cwiklinski attended the all-day event.

 

Joanne Cockle successfully completed the exam to become a New York State Notary Public.

 

The Board agreed to hold the next meeting of the Board on June 13, 2012 at the Park Pavilion.

 

Dog Control Officer Ray Swarthout began his duties on May 1, 2012 with a very busy week. He has completed his calls and duties capably and has coordinated with the Clerk’s office.

 

SUPERVISOR’S AGENDA

 

E&M Engineers are working on easements for the Cold Creek project. The project may be ready to go out for bids in June.

 

Councilman McKurth moved, and Councilman Miller seconded, a motion to underwrite the insurance costs of the 2012 Fillmore Fest events.  5 ayes, 0 noes.

 

Councilman Austin moved that the Town entertain the suggestion that, at some future point, the Wide Awake Club Library be given option to purchase the Town Hall property. Councilman Hinz seconded. 5 ayes, 0 noes.

 

Councilman Austin moved that the following list of transfers be authorized, and Councilman McKurth seconded. 5 ayes, 0 noes.

EXECUTIVE SESSION

 

At 8:35 PM., Councilman Hinz moved that Board enter Executive Session to discuss ongoing employee negotiations. Councilman McKurth seconded. 5 ayes, 0 noes.

 

The Board returned to open session at 8:50 PM.

 

MISCELLANEOUS

 

Councilman Austin moved that Kevin Peet be given a stipend of $437.50 for his work helping in the Sewer Department. Councilman Miller seconded.  5 ayes, 0 noes.

 

Councilman Austin moved that any organization that uses the Town Park consistently and for more than one occasion be invited to meet with the Board to discuss protocol and expectations. Councilman Hinz seconded. 4 ayes, 0 noes, 1 abstention (Councilman Miller).

 

Councilman Austin moved that Superintendent Potter continue the home inspections, and that installation of back flow valves be mandatory for all new construction and/or installed as time and budget allows in existing structures. Councilman Hinz seconded. 5 ayes, 0 noes.

Councilman McKurth moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Austin seconded. 5 ayes, 0 noes.
