TOWN OF HUME
JUNE 10, 2009
A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on May 13, 2009. Supervisor Craig Smith opened the meeting at 7:00 PM and led the Pledge of Allegiance to the Flag.
Officials in attendance included: Supervisor Craig Smith; Council members Robert Beil, Dennis Ricketts, and Daniel Miller; Attorney David Pullen; Water/Sewer Superintendent Dana Potter; Historian Rondus Miller; Highway Superintendent Ron Paulsen; and Clerk Sondra MacEwan.
Councilman Bryce Bower was absent.
MINUTES
Councilman Miller moved that the minutes of the May 13, 2009 meeting of the Hume Town Board be accepted as presented, and Councilman Ricketts seconded. 4 ayes, 0 noes.
Emily Last and Marriah Propert represented the Fillmore Wesleyan Church. They requested the use of the Town ball field for two community Movie Nights during the summer when general audience movies will be shown. The community is invited to bring their chairs and participate. They asked for access to the pavilion restrooms and electrical outlets.
Councilman Ricketts moved that the Town waive the standard closing time of the park for these events, and Councilman Beil seconded. 4 ayes, 0 noes.
Historian Rondus Miller detailed the items donated and loaned from the Hume United Methodist Church, including library items inscribed Skiff and Ingham. She also described the progress of the sidewalk, furnace, and painting projects, and reported that the 4th Grade field trip to the Museum and around Hume has been scheduled.
Although the application for a Hazard Mitigation Grant was turned down, the Town has submitted a Letter of Intent to file for the next round of funding.
Gravel removal cannot begin until after July 1, 2009. Supervisor Smith has talked to Lanny Clark about taking on the job.
Lanny Clark turned in his official letter of resignation. He is taking his retirement beginning July 2, 2009.
The Board discussed the position of AutoMechanic/HMEO to be vacated upon Mr. Clark’s retirement. The job opening will be posted on the Union bulletin board.
Councilman Beil moved that subsequent to the retirement of Lanny Clark, one highway department position of HMEO be eliminated, and one additional position of AutoMechanic/HMEO be created. Councilman Ricketts seconded the motion. (The Highway crew would then be comprised of 2 AutoMechanic/HMEOs and 2 HMEOs in addition to the Superintendent of Highways.) 4 ayes, 0 noes.
Openings, when confirmed, will be advertised.
WATER, SEWER & SIDEWALKS
Superintendent Potter reported that on June 9th, the soft start mechanism on the water pump failed. The part is still under warranty, and an expedient repair is expected. Water is again being transferred from the Houghton system.
The water tanks have been cleaned. Superintendent Potter told the Board that he plans to clean the tanks twice yearly. Standpipes were also installed during the cleaning.
An unusual water connection feeding the Darel Bower residence has been noted. Actions are underway to assess and correct this connection as necessary.
The water line running under Cold Creek on Route 19 will be cut and capped.
Councilman Ricketts moved that any water and sewer bills remaining unpaid on September 7, 2009 be relevied to the 2010 Town and County tax bills. Councilman Miller seconded. 4 ayes, 0 noes.
LEGAL TOPICS
The Board discussed the contract with Fillmore Central School for use of the ball field at the Town Park. Supervisor Smith will write to the school to inform them of the Town’s desire to renegotiate the contract.
Councilman Miller will contact Chris Austin about a possible contract with Little League for use of the ball field also.
SUPERVISOR’S AGENDA
A Community Planning Committee meeting has been scheduled for Monday, June 15, 2009, at 7:00 PM at the Museum. Board members were encouraged to attend.
Rebecca Anderson from the DEC met with Supervisor Smith and Code Enforcement Officer Clair Beeman about procedures and compliance with the National Flood Insurance Program. She sent a letter to the Town approving the Town’s continued participation in the program.
Councilman Ricketts moved that $247.95 be transferred from A9040.8 (Worker Comp) to A9050.8 (unemployment insurance), Councilman Beil seconded. 4 ayes, 0 nose.
Councilman Miller moved that an adjustment be made to the budget by adding $19374.47 to DA5112.2 (CHIPS) (appropriations), and adding $19374.47 to DA3501 (Consolidated Highway Aid) (est. revenues). Councilman Ricketts seconded the motion. 4 ayes, 0 noes.
Councilman Beil moved that William Brown be appointed Swim Instructor for the 2009 Summer Recreation program, and Councilman Ricketts seconded. 4 ayes, 0 noes.
BILLS AND REPORTS
Councilman Ricketts moved that the reports of the Supervisor and Town Clerk be approved as presented, and that the bills be accepted for payment. Councilman Miller seconded the motion. 4 ayes, 0 noes.

Councilman Ricketts moved that the meeting be adjourned, and Councilman Beil seconded the motion. 4 ayes, 0 noes.
