TOWN OF HUME

JUNE 9, 2010

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Park Pavilion, Fillmore, New York on June 9, 2010.  At 7:00 PM, Supervisor Dennis Ricketts called the meeting to order and led the Pledge of Allegiance to the Flag.

 

Officials in attendance included:  Supervisor Dennis Ricketts; Council members Bryce Bower, Christopher Austin, Gregory McKurth, and Daniel Miller; Water/Sewer Superintendent Dana Potter; Highway Superintendent Kevin Peet; Attorney David Pullen; Deputy Town Clerk Susan Bodnar and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Miller moved that the Minutes of the May 12, 2010 meeting of the Board be accepted as presented, and Councilman Austin seconded the motion. 5 ayes, 0 noes.

 

PUBLIC FORUM

 

Mike Fish expressed his concern with the sediment in water samples from his home. Superintendent Potter told him the murky water was a by-product of the old water lines, and Councilman Miller assured him that the Town would pursue grant funding to replace the oldest sections of line.

 

Councilman Austin asked Superintendent Potter if more frequent line flushing would ease the problem. Superintendent Potter replied that the twice a year cleaning of the tanks had more impact on the situation.

 

Mr. Fish also had questions about maintenance of the Genesee River bypass channel. Highway Superintendent Kevin Peet and Councilman Bower stated that maintenance requirements were lax and vague about responsibility. More research will be done.

 

WATER AND SEWER

 

Hydrant flushing procedures are taking place.

 

The Town needs to develop a Cross Connection Control Program and a policy for inspection.

 

Leaking water service lines were discussed.

 

Councilman Austin moved that the service 70 South Genesee Street be shut off on Monday, June 14, 2010. Councilman Bower seconded. 4 ayes, 1 no with Councilman Miller being the dissenting voter.

 

After further discussion on the timing of the shut off, Councilman Austin moved that the former motion to shut off service at 70 South Genesee Street be rescinded. Councilman Bower seconded. 5 ayes, 0 noes.

 

Councilman Austin moved that a letter to both the owner and the tenant of 70 South Genesee Street be mailed declaring a Shut Off of Service to be effective at 8:00 a.m. on Wednesday, June 16, 2010 unless the water line was repaired before such date and time. Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

Councilman Miller moved that Brett Nolan and Holden Potter be hired as part-time seasonal laborers. Councilman McKurth seconded. 5 ayes, 0 noes.

 

At 7:30 PM, Supervisor Ricketts opened the bid for Septic Pumping services. Only one bid was received.

Councilman Miller moved that the Town accept the Four-Year Proposal as bid by Zuech Environmental Services, and Councilman McKurth seconded. 5 ayes, 0 noes.

 

Supervisor Ricketts moved that any water and sewer bills remaining unpaid on September 6, 2010 be relevied to the 2011 Town and County tax bills. Councilman Austin seconded. 5 ayes, 0 noes.   

 

HIGHWAY DEPARTMENT

 

Superintendent Peet announced a meeting about Hazard Mitigation to be held on June 17, 2010 at the Cross Roads Center in Belvidere.

 

There are plans in place to patch and seal the remaining Town portion of blacktop adjoining the Town ball field. RGE will be questioned about the location of the drain in that area.               

 

CLERK’S TOPICS

 

Clerk Sondra MacEwan reported on the Allegany County Municipal Clerk’s Association meeting that she and Deputy Clerk Susan Bodnar attended. The presentation was by General Codes, and concerned the compilation and editing of municipal laws, policies and specification. Clerk MacEwan would like to explore codifying as a future grant opportunity.

 

Clerk MacEwan requested that the Board consider funding the remainder of the Records Room project up to the limit of anticipated grant funds.

 

Councilman Miller moved that $6000.00 be moved from unallocated funds to the Records Room Grant budget. Councilman Austin seconded. 5 ayes, 0 noes.

 

Susan Bodnar reported that the draft of the Community Comprehensive Plan has been delayed because of employee changes at the engineering firm responsible for “costing” the recommendations.

 

PUBLIC HEARING – LOCAL LAW #1 2010 – SIDEWALK REGULATIONS

 

At 8:00 PM, Supervisor Ricketts opened the Public Hearing to consider adoption of Local Law #1 of 2010 that regulates sidewalks outside of special districts.

 

No one was present for the hearing, and no written comments were received.

 

Councilman Austin moved that the Hearing be closed, and Councilman Miller seconded. 5 ayes, 0 noes. Hearing closed at 8:05 PM.

 

Councilman McKurth introduced the resolution (6-A-2010) to adopt Local Law #1 of 2010 entitled “Town of Hume –Sidewalk Maintenance and Repair Local Law”, and Councilman Austin seconded. A roll call vote was held:

Supervisor Ricketts declared the law adopted, and the attorney and clerk were directed to file the law.

 

PARKS AND SIDEWALKS

 

There will be a meeting on June 17, 2010 at 1:00 PM to discuss the grant application for Park improvements.

 

The security cameras for the Park have been received.

 

New fence has been installed along a reconfigured ball field standard. Some adjustments need to be made in its appearance.

 

Councilman Austin moved that payment to Sunnydale Fencing for the installation be held until the work is completed and approved by Superintendent Potter. Councilman Bower seconded. 5 ayes, 0 noes.

 

Supervisor Ricketts informed the Board that the State DOT required a permit and resolution to authorize sidewalk work along State Route 19.

 

Councilman Austin moved the adoption of a resolution (6-B-10) requesting the required permits to perform sidewalk maintenance and repair along State Route 19. Councilman Bower seconded. 5 ayes, 0 noes.

 

MISCELLANEOUS

 

Councilman Bower commended FABA for a good job in handling the Fillmore Fest activities, and the Board concurred.

 

BILLS AND REPORTS

 

Councilman McKurth moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Bower seconded. 5 ayes, 0 noes.

Councilman Austin moved that the meeting be adjourned; Councilman Bower seconded. 5 ayes, 0 noes. Meeting adjourned at 8:25 PM.

 

The next regular meeting of the Hume Town Board will be July 14, 2010 at 7:00 PM at the Town Museum.
