TOWN OF HUME

JUNE 29, 2010

 

A special meeting of the Hume Town Board, Allegany County, New York was held on June 29, 2010 at the Park Pavilion, Fillmore, New York to discuss the possible application for a grant for park improvement funds. Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the Flag.

 

Officials attending were Supervisor Dennis Ricketts; Councilmen Gregory McKurth and Daniel Miller; Clerk Sondra MacEwan

 

Absent: Councilman Bryce Bower, Councilman Christopher Austin

 

SIDEWALK

 

Main Street resident Lynn Lilly discussed with the Board the sidewalk elevation on West Main Street that impedes the egress of his motor home from his driveway.

 

After reviewing the situation, it was decided to ask all Board members to view the site before recommending a solution.

 

PARK GRANT APPLICATION

 

Councilman Miller offered the following resolution and moved its adoption. Councilman McKurth seconded.

 

 

RESOLUTION 6-CC-10

 

WHEREAS: The 3.7-acre Town of Hume Park was officially established in 1922, and upon the dissolution of the Village of Fillmore became a facility of the Town of Hume in 1995, and currently contains: a playground; enclosed and accessible picnic shelter area with picnic tables, kitchenette and restroom facilities; grills; and baseball field with dugouts and backstop; and

 

WHEREAS: In a small, rural community of only 2,000 residents, the Town of Hume Park is central to the area’s way of life during the warmer months and receives more than 21,000 visits each year for baseball games, festivals, picnics, meetings, and other special events; and

 

WHEREAS: The Town of Hume and Fillmore Central School District (FCSD) have entered into an agreement to coordinate summer recreation programs for residents and youth and to facilitate shared use and maintenance of the Town of Hume Park; and

 

WHEREAS: Although the Town of Hume and FCSD have greatly invested in the Park, there are many areas in need of improvement, including: new dugouts; installation of batting cages; renovation of the backstop; paving of the driveway and parking area; and other enhancements; and

 

WHEREAS: There are no similar municipally-owned park areas within the Town of Hume; and

 

WHEREAS: The Town of Hume is in the process of fully engaging residents of the Town in the planning process for the development of the park. The Town is in the final stages of completing its first comprehensive plan, which will include recommendations for park enhancement and development; and

 

WHEREAS: In order to establish the community’s current commitment to and support for this project, the Town of Hume held a Public Input Session at the park on June 29, 2010. Numerous residents voiced their support and encouragement for this project and other recreational developments throughout the Town.

 

Now, therefore, be it RESOLVED, that Dennis Ricketts, as Supervisor of the Town of Hume, is hereby authorized and directed to file an application for funds from the New York State Office of Parks, Recreation and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993, in an amount not to exceed $400,000, and upon approval of said request to enter into and execute a project agreement with the State for such financial assistance to the Town of Hume for the development of the Town of Hume Park, and, if appropriate, a conservation easement/preservation covenant to the deed of the assisted property.

 

And further, it is RESOLVED that the Town of Hume is committed to provide a local match of at least 25% of the total project cost, in conjunction with committed support from project partners such as the Fillmore Central School District.

Supervisor Ricketts declared the resolution adopted.

 

COLD CREEK

 

The application for a grant for work in Cold Creek has stalled because the Allegany County Hazard Mitigation Plan (a cooperative plan with several Towns including the Town of Hume) expired in April. Although the County expects to have a new plan in place by August, the Town still needs to ratify the document before continuing with the FEMA application for funds.

 

Councilman McKurth told of a meeting with an Army Corp of Engineers specialist in natural stream design who visited the creek site. In order to do a conceptual plan, he was told, a hydrogeologic analysis would need to be completed.

 

Councilman McKurth also told the Board that the application for funding sent to the Great Lakes Commission was denied, primarily because the plan was not “innovative”.

 

TOWN HALL FACILITIES

 

Margaret Mills sent a letter to the Board suggesting the purchase and use of the Campbell property adjacent to the present Town Hall for a new Town facility.

 

The Board agreed to examine this possibility.

 

HEALTH INSURANCE

 

Supervisor Ricketts told the Board that the Union employees had voted not to accept the health insurance plan proposed by the Town.

 

Councilman Miller moved that the meeting be adjourned, and Councilman McKurth seconded the motion. 3 ayes, 0 noes. Meeting adjourned at 7:40 PM.

 

The next regular meeting of the Hume Town Board will be on July 14, 2010 at 7:00 PM at the Town Museum.
