TOWN OF HUME
July 14, 2010
A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on July 14, 2010. At 7:00 PM, Supervisor Dennis Ricketts called the meeting to order and led the Pledge of Allegiance to the Flag.
Officials in attendance included: Supervisor Dennis Ricketts; Council members Bryce Bower, Christopher Austin, Gregory McKurth, and Daniel Miller; Highway Superintendent Kevin Peet; Historian Rondus Miller; Attorney David Pullen; and Clerk Sondra MacEwan.
Councilman Miller moved that the minutes of the June 9, 2010 and the June 29, 2010 meeting of the Board be accepted as presented. Councilman McKurth seconded. 5 ayes, 0 noes.
Superintendent Kevin Peet informed the Board that he has been unable to reach the owner of the gravel pit on Stone Spring Road in order to have a new agreement signed for gravel rights.
Councilman Austin moved that the Superintendent of Highways be authorized to advertise for sealed bids for a roof over the gas tank area. Councilman Bower seconded. 5 ayes, 0 noes.
Councilman Austin moved that the Superintendent of Highways be authorized to advertise for sealed bids for overhead doors for the Highway Shed. Supervisor Ricketts seconded the motion. 5 ayes, 0 noes.
Superintendent Peet inspected the debris accumulated on the river bypass channel, and hopes to start remediation within the next week.
Superintendent Peet also related his discussion with Jay Cockle concerning a possible agreement for purchasing gravel.
Councilman McKurth moved that the Superintendent of Highways be authorized to sign a three-year agreement for purchasing gravel at $4.00 per ton from Jay Cockle. Councilman Miller seconded. 5 ayes, 0 noes.
Attorney David Pullen will draft the agreement in cooperation with Superintendent Peet.
In preparation for the 2011 budget, Superintendent Peet is gathering information on the purchase or lease of a loader.
The Board discussed the 2010-2011 Snow and Ice Contract proposed by Allegany County. Councilman Austin moved that the Town of Hume accept the agreement and that the Supervisor be authorized to sign on behalf of the Town. Councilman Bower seconded the motion. 5 ayes, 0 noes.
The DOT permit for sidewalk work along Route 19 has been received. Guy James from the Allegany County DPW has yet to view the proposed site on County Road 4.
Councilman Austin moved that the Highway Superintendent be authorized to purchase materials and to repair the sidewalk-driveway issue at the Lynn Lilly residence. Councilman Bower seconded. 5 ayes, 0 noes.
Clerk Sondra MacEwan told the Board that on three occasions, the NYS Troopers were consulted about security issues at the Park.
Supervisor Ricketts moved that dead bolts be purchased and installed at the pavilion, and Councilman Miller seconded. 5 ayes, 0 noes.
Councilman Miller moved to install 18” x 18” ceiling vents with grills in the pavilion ceiling to help alleviate a condensation/ air circulation problem. Councilman McKurth seconded. 5 ayes, 0 noes.
Councilman Austin moved that the Supervisor be authorized to sign renewal agreements for Shelter Services with the Towns of Granger and Caneadea. Councilman Bower seconded. 5 ayes, 0 noes.
The Dog Control Officer received a favorable inspection from NYS Ag & Markets.
Clerk Sondra MacEwan told the Board that, effective on January 1, 2011, the State of New York will no longer coordinate dog licensing or supply forms and materials. Licensing duties will fall to each Town. Firm data has yet to be received on methods or suppliers. A change in the Town’s law could be required.
(Councilman Bower was excused at this point in the meeting because of illness.)
Historian Rondus Miller and Records Clerk Eric Richter (Grant Project) will attend a workshop on the preservation of records on July 16, 2010 in the Town of Ellery.
The Building Committee will meet with Ms. Miller on July 22, 2010 at 5:00 PM to discuss possible projects.
The 3rd Edition of the Bee has been published and distributed. The deadline for submission to the next issue is August 15, 2010.
The application for Grant Funds for work in Cold Creek has been put on hold until the Allegany Hazard Mitigation Plan is re-adopted.
To pave the way for a Records Access Policy, Councilman Austin moved that Sondra MacEwan be appointed Records Access Officer. Councilman McKurth seconded 4 ayes, 0 noes.
Councilman Austin arranged to have specifications prepared for the installation of a new roof and extension to the Waste Water Treatment Plant. The figures will be used to apply for grant funds.
Councilman Miller moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman McKurth seconded. 4 ayes, 0 noes.

EXECUTIVE SESSION
Councilman Miller moved that the Board enter Executive Session to discuss employee issues and real estate transactions. Councilman Austin seconded. 4 ayes, 0 noes.
The Board entered Executive Session at 8:15 PM, and returned to open meeting at 9:20 PM.
Councilman Austin moved that the meeting be adjourned; Councilman Miller seconded. 5 ayes, 0 noes. Meeting adjourned at 9:21 PM.
The next regular meeting of the Hume Town Board will be August 11, 2010 at 7:00 PM at the Museum.
