TOWN OF HUME
August 11, 2009
A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Park Pavilion, Park Drive, Fillmore, New York on Tuesday, August 11, 2009. Supervisor Craig Smith opened the meeting at 7:00 PM and led the Pledge of Allegiance to the Flag.
Officials in attendance included: Supervisor Craig Smith; Council members Bryce Bower, Robert Beil, Dennis Ricketts, and Daniel Miller; Deputy Town Clerk Susan Bodnar; Attorney David Pullen; Historian Rondus Miller; Highway Superintendent Ron Paulsen; and Clerk Sondra MacEwan.
Councilman Miller moved that the minutes of the July 8, 2009 and the July 28, 2009 meetings of the Board be accepted as presented. Councilman Ricketts seconded. 5 ayes, 0 noes.
Councilman Miller moved that the Town Historian be authorized to apply for a NYSERDA grant and that the required study of the Museum premises be conducted by MRB Group. Councilman Ricketts seconded the motion. 5 ayes, 0 noes.
Rondus Miller, Historian, will contact the grant-writing firm of J. O’Connell and Associates to prepare the grant.
Mrs. Miller detailed the need at the Museum for a new copy machine, and she handed out a quote from Shawley Office Supply for a machine to meet those needs.
After discussion, Supervisor Smith moved that $2419.00 be transferred to the Museum equipment account from the Museum Capital Reserve account, subject to Permissive Referendum, for the purchase of the copy machine. Councilman Bower seconded. 5 ayes, 0 noes.
Supervisor Smith received a letter from SEMO stating that the Town’s submittal of a Letter of Intent in May 2009 appears eligible for funding for a hazard mitigation grant.
J. O’Connell and Associates will prepare this third application for funds to do stream bank work in Cold Creek.
The Town currently holds a permit to do remedial gravel grading in Cold Creek. Work began with a bulldozer borrowed from Allegany County on July 27th. Heavy rains have already impacted the work completed.
Andre Swartz filed a request for a speed zone on Bottsford Hollow Road.
Councilman Miller moved that the NYS DOT be asked study the speed related requirements of Bottsford Hollow Road, and Councilman Beil seconded. 5 ayes, 0 nose.
Ruth Reda also filed a request. She asked that an investigation of standing-water problems on Torpey Street be conducted, stating her belief that the lack of storm drains contributed to the problem.
Superintendent Paulsen visited the site, and has asked for help from the County DPW to determine grade and suggest possible remedies for that area.
It was noted that beavers are causing problems on Minard Road.
Councilman Ricketts moved that the Town complete the section of sidewalk along West Main Street up to the school at a cost not to exceed $15000.00. Councilman Bower seconded. 5 ayes, 0 noes.
LEGAL TOPICS
Attorney David Pullen passed out a budget and benefit cost explanation about the Allegany County Self Insurance Plan.
A draft of an agreement between the Town of Hume and Fillmore Central School for use of the Town’s ball field was discussed. The Board asked the attorney to prepare different language for the section concerning reservations and authority, and the changes and agreement will be reconsidered at the next meeting.
Councilman Miller moved that the following transfers and budget adjustments be approved; Councilman Beil seconded. 5 ayes, 0 noes.

Time Warner Cable prepared an estimate of savings for the Town’s phone and computer use should the Town change to Time Warner phone and internet service with a 3-year contract.
Clerk Sondra MacEwan told the Board that Frontier Communications had started, but not completed, a similar estimate.
The Board would like to see the estimate from Frontier before making a decision.
Councilman Ricketts moved that the Board enter Executive Session to discuss upcoming collective bargaining issues, and Councilman Miller seconded. 5 ayes, 0 noes. The Board entered Executive Session at 7:56 PM.
Councilman Beil moved to reenter open meeting and Councilman Bower seconded. 5 ayes, 0 noes. The Board returned to open session at 7:59 PM.
Councilman Ricketts moved that the reports of the Supervisor and Clerk be accepted as presented, and that the bills be approved for payment. Councilman Bower seconded. 5 ayes, 0 ones.

Councilman Ricketts moved that the meeting be adjourned; second made by Councilman Bower. 5 ayes, 0 noes. Meeting adjourned at 8:00 PM.
