TOWN OF HUME

September 14, 2011

 

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on September 14, 2011.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included: Supervisor Dennis Ricketts; Council members Christopher Austin, Bryce Bower, and Daniel Miller; Attorney David Pullen; Highway Superintendent Kevin Peet; Water & Sewer Superintendent Dana Potter; Historian Rondus Miller; and Clerk Sondra MacEwan. Councilman Gregory McKurth was absent.

 

MINUTES

 

Councilman Austin moved that the minutes of the August 10, 2011 meeting of the Board be accepted as presented. Councilman Bower seconded. 4 ayes, 0 noes.

 

COMMUNITY FORUM

 

Mike Fish informed the Board that the heavy traffic, poor road conditions, and excessive speed on State Route 19 may have an adverse effect on the water mains and could be a cause for discolored water. The Board discussed the need to move the speed limit signs further south. Superintendent Potter will help investigate the cause of the frequent discoloration at Mr. Fish’s residence.

 

Mr. Fish also asked about plans for installing sidewalks and the placement of mailboxes along sidewalks. He was told that any plans for installing new sidewalks are still in the formative stage, but that the placement of mailboxes has been addressed.

 

Garth Mehlenbacher asked the Board for help with a barking dog situation in Wiscoy and a potential well contamination problem. He was told that the Dog Control Officer is handling the barking complaint. He should ask the County Health Department for help in the investigating the well problem.

 

Eric Beil requested an update on his complaint about the Dog Control Officer’s response to his dog running at large. The matter was not open for discussion, he was told, but would be addressed in Executive Session.

 

DOG CONTROL REPORT

 

Over 60 new dog licenses have been issued since the start of the enumeration. At least that many more have been counted and issued dates for licensing compliance.

 

MUSEUM

 

Historian Rondus Miller attended a workshop on cemeteries in Jamestown, New York.

Ms. Miller pointed out the tasks undertaken at the Museum by Nancy Gillette that aid in the promotion and management of the Museum. A motion was made by Councilman Bower and seconded by Councilman Austin to appoint Nancy Gillette as Volunteer Deputy Assistant Historian for a term concurrent with the Historian’s term. 4 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Superintendent Peet met with FEMA personnel to discuss Higgins Creek and West River Road. Prognosis for aid was poor.

 

He will meet with FEMA again for further discussions.

 

The Board discussed a disputed prior bill for work on the excavator. Councilman Miller moved that half the amount questioned be paid to resolve the matter, and Councilman Austin seconded the motion. 4 ayes, 0 noes.

 

Superintendent Peet will contact Spud Burgess about the fixtures for Christmas lights.

 

BID OPENING

 

At 7:30 PM, Supervisor Ricketts opened the bids for a Heavy Duty 10 Wheeler Truck and for Dump Body and Plow Equipment.

Councilman Bower moved that no awards be authorized at this time, and that discussion of the bid awards be tabled until a future meeting to allow time for the Superintendent to compare compliance with the specifications. Councilman Austin seconded the motion. 4 ayes, 0 noes.

 

WATER & SEWER DEPARTMENTS

 

Superintendent Potter reported that about half of the home inspections have been completed.

 

Work is continuing that will “button-up” the system with the installation of manhole inserts and septic covers and risers.

 

The DEC sent a letter stating that the Town WWTP is capable of handling another 2250 gallons a day.

 

A leak on North Genesee Street was repaired, but the break caused discolored water as far as Emerald Street. Methods of notification to customers will be investigated.

 

SUPERVISOR’S AGENDA

 

The 2012 Tentative Budget for the Town of Hume was presented to the Board.

 

Budget work sessions will be held on September 21st and 28th.

At 8:45 PM, Councilman Austin moved that the Board enter Executive Session to discuss ongoing negotiations. Councilman Miller seconded.  4 aye, 0 noes

 

The Board returned to open meeting at 10:00 PM.

 

BILLS AND REPORTS

 

Councilman Austin moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Miller seconded the motion. 4 ayes, 0 noes.

The next regular meetings of the Hume Town Board will be a Budget work session on September 21, 2011 at 7:00 PM, and on September 28, 2011 at 7:00 PM. Both meetings will be held at the Museum.
