regular meeting of the Hume Town Board, Allegany County, New York was held at
the Town of Hume Museum, 10842 Claybed Road, Hume, New York on October 8,
2008. Supervisor Craig E. Smith opened
the meeting at 7:00 PM by leading the Pledge of Allegiance to the Flag.
Officials in attendance: Craig Smith, Supervisor: Council members Dennis Ricketts, Bryce Bower, Daniel Miller and Robert Beil; Historian Rondus Miller; Attorney David Pullen; Highway Superintendent Ron Paulsen; and Clerk Sondra MacEwan.
MINUTES
Councilman Ricketts moved that the minutes of the September 25, 2008 meeting of the Board be accepted as presented, and Councilman Beil seconded. 5 ayes, 0 noes.
MUSEUM
Historian Rondus Miller told those assembled about the Eagle Scout Project that is underway at the Museum. Daniel Robertson, the Eagle Scout candidate, is overseeing the installation of a flagpole and monument area as well as new sidewalks. Chuck Yanda, grandfather of Daniel Robertson, has offered to purchase the lights that will illuminate the flagpole.
Tiger Cub Scouts will visit the Museum on October 9, 2008.
Ms. Miller described the countywide historical fact and picture calendar being compiled by the Allegany County History Group. Sponsor lines are being sold to underwrite printing costs.
The Museum has received an old photograph of Roneys Boys who performed at the White House and shortly after were an upcoming attraction at the Fillmore Opera House.
DOG CONTROL
A Free Rabies Vaccination Clinic was held at the Hume Park on September 26, 2008. 60 dogs and 24 cats were vaccinated.
LEGAL TOPICS
Attorney Pullen drafted a local law to consolidate prior dog control ordinances and an increase in local dog licensing fees. The discussion was confusing, and both the Attorney and the Town Clerk will do further research before the law is re-drafted.
HIGHWAY DEPARTMENT
Some residents and businesspersons on Minard Street complained about parked vehicles blocking their private driveways. Superintendent Paulsen has looked into the problem, and he will contact Rob Weber for help in paint-marking the street for parking designations.
SUPERVISOR’S AGENDA
Supervisor Smith reported that a Code Enforcement meeting was held in Rushford. At the meeting, Code Enforcement Official Clair Beeman asked that consortium members adopt local regulations to specify setback requirements for small building. This will be further addressed at a later time.
Councilman Ricketts moved that the following transfers be authorized. Councilman Bower seconded. 5 ayes, 0 noes.

The permit application for work in Cold Creek is expected to be ready for signatures this week.
The next meeting of the Joint Facilities Committee will be on October 14, 2008 at 7:00 PM at the Wide Awake Club Library.
TOWN OFFICE FACILITY
Howard Byer presented an option to the Town to purchase the building on Main Street known as the Mason’s Building for $65000.00 with a lease alternative. His offer sparked further discussion between Board members and those in attendance and underscored the divergent opinions on the needs of the Town for different office facilities.
The Board agreed to meet with Mr. Byer on location on Monday, October 20, 2008 at 4:30 PM to inspect the building and the improvements made by Mr. Byer.
BUDGET 2009
The 2009 Preliminary Budget was presented to the Board. Councilman Miller moved that a Public Hearing on the 2009 Budget be held on October 28, 2008, at 7:00 PM at the Hume Museum. Councilman Ricketts seconded the motion. 5 ayes, 0 noes.
CLERK’S SLATE
The September rush of School Tax payments and Hunting License purchases has passed. Over 900 people were customers during the month.
Councilman Miller moved that the official Trick Or Treat Nite for the Town of Hume be Friday, October 31, 2008 from 5:30 to 8:00 PM. Councilman Beil seconded the motion. 5 ayes, 0 noes.
BILLS AND REPORTS
Councilman Ricketts moved that the reports of the Supervisor and Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Bower seconded. 5 ayes, 0 noes. (General -- $7341.39; Highway -- $9002.01; Sidewalks -- $1186.69; Lighting -- $1240.76; Sewer -- $2758.24; Water -- $21654.57.)
Councilman Miller moved that the meeting be adjourned, and Councilman Ricketts seconded. 5 ayes, 0 noes. Meeting adjourned at 8:35 PM.
The next regular meeting of the Hume Town Board will be November 12, 2008 at 7:00 PM at the Town Museum.
