TOWN OF HUME

October 10, 2012

 

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the William P. Brooks Hose Company Fire Hall, 24 S. Genesee St., Fillmore, New York on October 10, 2012.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included: Supervisor Dennis Ricketts; Council members Christopher Austin, Gregory McKurth, Bruce Hinz, and Daniel Miller; Highway Superintendent Kevin Peet; Water & Sewer Superintendent Dana Potter; Attorney David Pullen; Deputy Clerk Joanne Cockle; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Austin moved that the minutes of the Board meetings held on September 12, September 19, September 24, and September 27, 2012 be accepted as presented. Councilman Miller seconded the motion.  5 ayes, 0 noes.

 

FIRE PROTECTION DISTRICT

 

Several members of the Brooks Hose Fire Company, Brooks Hose Rescue Squad, and Wiscoy-Rossburg Fire Company were present for the meeting.

 

Discussion with these volunteers and the Town Board centered on the tentative 2013 Town budget and the funds that are allocated for Fire Protection and Rescue Squad services. Special emphasis was placed on fuel consumption and funding.

 

New contracts with all three entities need to be drafted and put into place by the Town. The companies were also asked to consider their contracts with other towns.

 

Tracking systems for fuel use will be upgraded within the key assignment system, and the totals of fuel used will be shared between all concerned parties.

 

HIGHWAY

 

Superintendent Peet reported that Allegany County will add the bridge on Higgins Creek Road that needs maintenance into their repair program.

 

Discussion was held on funding for fuel for the proposed removal of gravel from Cold Creek, and questions were answered about trees that had been trimmed.

 

Superintendent Peet asked for consideration of two purchases - a pickup truck and a broom.

 

Councilman Austin moved that the Highway Superintendent be authorized to request bids for a 2013 pickup truck with the bids to be opened at 7:30 PM on November 14, 2012. Councilman Hinz seconded. 5 ayes, 0 noes.

 

Councilman Austin moved that the Highway Superintendent be authorized to advertise for bids for a new broom, and Councilman Miller seconded. 5 ayes, 0 noes. The bids will be opened on November 14, 2012 at 7:45 PM.

 

PARK GRANT

 

Tom Swift, the design consultant for the Park Grant, met with Town officials and a conference call was established with Linda Wyatt of J. O’Connell’s Office. The segments for bidding were discussed. Councilman Austin will contact Mr. Swift again about the dugout design.

 

COLD CREEK GRANT

 

Councilman McKurth met with engineer Chris Ernst, engineer Rob Cathers, Highway Superintendent Kevin Peet, and representatives of Keeler Construction. The required permits are still in process.

 

Councilman McKurth moved that Keeler Construction be awarded the contract for the Cold Creek Project based upon their low bid, but further moved that the Notice to Proceed be withheld until all required permits are received. Councilman Austin seconded. 5 ayes, 0 noes.

 

TOWN CLERK’S TOPICS

 

Supervisor Ricketts moved that the official Town of Hume Trick or Treat night be October 31, 2012 from 6 to 8 PM. Councilman Austin seconded. 5 ayes, 0 noes.

 

The deadline for the Bee is October 31st.

 

SUPERVISOR’S AGENDA

 

Jon Beardsley looked at the furnace at the Town office. The Board discussed the furnace replacement and asked that prior proposals be available for the next meeting.

 

Supervisor Ricketts set up a Special Meeting of the Board for October 15, 2012 at 6:30 PM at the Museum to continue work on the 2013 budget.

 

EXECUTIVE SESSION

 

Councilman Miller moved that the Board enter Executive Session to discuss real estate matters and ongoing negotiations. Councilman Austin seconded. 5 ayes, o noes. The Board entered Executive Session at 8:55 PM and returned to Open Meeting at 9:20 PM.

BILLS AND REPORTS

 

Councilman Austin moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Hinz seconded. 5 ayes, 0 noes.

Councilman Austin moved that the meeting be adjourned, and Councilman Miller seconded. 5 ayes, 0 noes. Meeting adjourned at 9:22 PM.

 

The Board will meet on October 15, 2012 at 6:30 PM at the Museum to continue budget workshops.
