TOWN OF HUME

OCTOBER 13, 2010

 

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on October 13, 2010.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included:  Supervisor Dennis Ricketts; Council members, Christopher Austin, Gregory McKurth, Bryce Bower, and Daniel Miller; Highway Superintendent Kevin Peet; Water & Sewer Superintendent Dana Potter; Attorney David Pullen; and Clerk Sondra MacEwan.

 

Minutes

 

Councilman McKurth moved that the minutes of the September 8, 2010 meeting of the Board be accepted as presented, and Councilman Miller seconded the motion. 5 ayes, 0 noes.

 

ASSESSMENT UPDATE

 

Assessor Russell Heslin explained the State’s new revaluation and property inventory collection cycle. He further demonstrated the per-parcel drop in reimbursement to municipalities from the State of New York for maintaining a 100% evaluation level. The Board, he said, must adopt and submit either a 4 or 6-year plan by December.

 

This matter will be continued at a later meeting.

 

BID OPENINGS – LOADER

 

At 7:20 PM, Supervisor Ricketts opened the bids for the acquisition of a 4-Yard Loader.

            1. Anderson Equipment            $140949.00

            2. Monroe Tractor                        $119449.67

            3. Milton Caterpillar                   $124033.00

            4. Five Star Equipment            $115743.00

           

Discussion revolved around the differences in trade-in allowances, preferences for certain makes/models, and bidding practices.

 

Councilman Miller moved that the subject of the acquisition of a Loader be tabled, and Councilman Austin seconded. 5 ayes, 0 noes.

 

 

 

 

SEWER PROJECTS

 

James Gresens and Scott DeHollander from MRB Group attended the meeting. They pointed out some of the perceived problems within the Sewer plant operations, and proposed some future projects for the Sewer Department, both long and short-term

 

Supervisor Ricketts moved that the Town of Hume hire MRB Group to produce a study of the Sewer Operations, and Councilman Austin seconded. 5 ayes, 0 noes.

 

LEGAL MATTERS

 

The State of New York is abdicating their role in the licensing of dogs. Attorney David Pullen presented a form for changes in Hume’s local law to meet the requirements of the changes.

 

Councilman Miller moved that the Town of Hume accept the draft with edited changes, and hold a public hearing on the proposed law on November 10, 2010 at 7:15 PM. Councilman Bower seconded. 5 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

 Superintendent Peet reported that several Towns are considering a shared purchase of a machine to do shoulder work.  Also, he commented that Fillmore Central School had requested that the Town salt and sand their parking and driveway areas. The Board turned down the proposal.

 

DOG CONTROL REPORT

 

Allegany County has refused to fund a joint Caneadea-Hume Rabies Clinic this year because of budget cuts.

 

GRANT NEWS

 

The Town of Hume was awarded a grant through the State Archives to do a GIS needs assessment study. Councilman Miller will be the project coordinator.

 

Councilman McKurth moved that the Supervisor be authorized to make application for a grant in the amount not to exceed $200,000 from the Recreational Trails program. Councilman Austin seconded. 5 ayes, 0 noes.

 

WATER AND SEWER DEPARTMENT

 

Dana Potter, Superintendent of Water and Sewer, told the Board that he believes many “fixes” to sewer plant operations can be done “in-house”, and that the calibrating of the flow meter can be done by Mark Walworth who has done work on Town systems before.

 

BUDGET

 

Clerk Sondra MacEwan presented the 2011 Tentative Town of Hume Budget to the Board. Work sessions were scheduled for October 19 and October 20, 2010 at 7:00 PM at the Museum.

 

The Public Hearing to consider the 2011 Budget will be on October 26, 2010 at 7:15 PM.

 

SUPERVISOR’S AGENDA

 

Councilman Miller moved that the contract with J. O’Connell & Associates, Inc.  be renewed for a two-year term. Supervisor Ricketts seconded the motion.  5 ayes, 0 noes.

 

CLERK’S TOPICS

 

Councilman McKurth moved that the Town’s official Trick or Treat hours be Sunday, October 31, 2010 from 6:00 to 8:00 PM. Councilman Miller seconded. 5 ayes, 0 noes.

 

The Junkyard Permit for Buck’s Used Auto Parts has been issued for a one-year period.

 

BILLS AND REPORTS

 

Councilman Austin moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Bower seconded the motion. 5 ayes, 0 noes.

 

(General - $11084.02; Highway - $24496.86; Fire - $420.80; Planning - $4042.50; Lighting - $296.98; Sewer - $3461.53; Water - $23204.66.)

 

Councilman McKurth moved that the meeting be adjourned, and Councilman Austin seconded.  5 ayes, 0 noes. Meeting adjourned at 9:55 PM.

 

The next regular meeting of the Hume Town Board will be October 26, 2010 at 7:00 PM at the Museum.
