TOWN OF HUME
OCTOBER 26, 2010
A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on October 26, 2010. Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and led the Pledge of Allegiance to the Flag.
Town officials in attendance included: Supervisor Dennis Ricketts; Council members, Christopher Austin, Gregory McKurth, and Daniel Miller; Highway Superintendent Kevin Peet; and Clerk Sondra MacEwan.
Councilman Bryce Bower was absent.
Councilman Miller moved that the minutes of the October 13, 2010 meeting of the Town Board be accepted as presented, and Councilman McKurth seconded the motion. 4 ayes, 0 noes.
Henry Oldenburg appeared before the Board to discuss plans for replacing and repairing sidewalks within the Sidewalk District. He asked Clerk Sondra MacEwan to read a letter from Kathleen Bailey-Burns into the record; the letter opposed new installations of sidewalks on East Main Street. Mr. Oldenburg also read his own letter opposing installation of new walkways in front of his East Main property.
The Board discussed district lines, liability issues, and plans for that area’s sidewalks. There was a consensus that, barring liability obligations, that there was no need to construct sidewalks in front of the two properties concerned. Plans for the Sidewalk District will be reviewed.
At 7:15 PM, Supervisor Ricketts opened the Public Hearing to hear any person on the matter of the Preliminary 2011 Budget for the Town of Hume.
The hearing was held open to accommodate the arrival of any constituents, but there were no attendees.
After general discussion of the budget, Councilman Austin moved that the 2011 Budget for the Town of Hume be adopted. Supervisor Ricketts seconded. 4 ayes, 0 noes.
Superintendent Peet told the Board that the Town was working on drainage issues at the RGE lot so that RGE could pave the area. The improvements will also benefit the Town ball field, park, and roadway areas.
Councilman Miller moved that the bid from Five Star Equipment for a John Deere 644K loader at $115743.00 be accepted. Councilman Austin seconded. 4 ayes, 0 noes.
Councilman Austin moved that $115743.00 be transferred from the Highway Capital Reserve for Equipment subject to permissive referendum to DA5130.2. Councilman Miller seconded. 4 ayes, 0 noes.
Allegany County approved the Town’s draft Comprehensive Plan.
The Hazard Mitigation Plan required to complete the Town of Hume’s application for grant funds for the Cold Creek project is in the process of being approved.
A tripping accident occurred on Main Street, and the injured lady filed notice with the Town.
Highway Superintendent Peet had inspected the site, and he devised a remedy that could be implemented.
Councilman Austin moved that the meeting be adjourned; Councilman McKurth seconded. 4 ayes, 0 noes. Meeting adjourned at 7:55 PM.
