TOWN OF HUME

NOVEMBER 10, 2010

 

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on November 10, 2010.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included:  Supervisor Dennis Ricketts; Council members Christopher Austin, Gregory McKurth, Bryce Bower, and Daniel Miller; Highway Superintendent Kevin Peet; and Clerk Sondra MacEwan.

 

MINUTES

 

Councilman Miller moved that the minutes of the October 26, 2010 meeting of the Board be accepted as presented, and Councilman Austin seconded the motion. 5 ayes, 0 noes.

 

COMPREHENSIVE PLAN

 

Councilman McKurth moved that the Town Board declare that the SEQR Form for the Town’s Comprehensive Plan has been completed, and that a 30-day Public Comment Period will begin on November 11, 2010. Councilman Austin seconded. 5 ayes, 0 noes.

 

The Board agreed to change the date of their next regular meeting to December 15, 2010 to accommodate the Comment Period on the SEQR document.

 

TAX EXEMPTIONS

 

Supervisor Ricketts moved that no change be made in the establishment of the partial exemption from property taxes for Senior Citizens, but that the $12000 income level with the sliding scale remains in place. Councilman Bower seconded. 5 ayes, 0 noes.

 

HIGHWAY DEPARTMENT

 

Superintendent Peet told the Board that the drainage work done in conjunction with the RGE blacktopping project is completed, and that his department is now constructing a roof over the Town fuel tanks.

 

WATER & SEWER DEPARTMENTS

 

The Board discussed the need to hasten the remediation of storm water access into the Sewer System. A meeting will be arranged with Water & Sewer Superintendent Potter to discuss this issue.  The Board also considered reinstating the Public Works Committee meetings with department heads.

 

PUBLIC HEARING – LOCAL LAW #2 OF 2010

 

Supervisor Ricketts opened the Public Hearing to hear comment on proposed Local Law #2 of 2010 establishing regulations for the control and licensing of dogs. The hearing remained open while other items were discussed, but was declared closed at 7:45 PM since there was no one present for the hearing.

 

Councilman Miller moved that Local Law #2 of 2010 be adopted, and Supervisor Ricketts seconded. 5 ayes, 0 noes.

 

SUPERVISOR’S AGENDA

 

Councilman Austin moved that $3983.00 be transferred from unallocated funds to A7510.2 for the furnace repairs at the Museum. Councilman McKurth seconded. 5 ayes, 0 noes.

 

Supervisor Ricketts presented a breakdown of hours worked by elected and appointed officials, and recommended a standard workday for each position.

Councilman Austin moved that the Standard Work Days for Elected and Appointed Officials be adopted, and Councilman Miller seconded. 5 ayes, 0 noes.

 

PROPERTY

 

The Board decided not to make a purchase offer on the property adjacent to the Town Hall.

 

 

 

 

 

BILLS AND REPORTS

 

Councilman Miller moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman McKurth seconded.

Councilman Austin moved that the meeting be adjourned, and Councilman Bower seconded. 5 ayes, 0 noes. Meeting adjourned at 8:00 PM.

 

The next regular meeting of the Hume Town Board will be DECEMBER 15, 2010 at 7:00 PM at the Town Museum.
