TOWN OF HUME

NOVEMBER 14, 2012

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on October 10, 2012.  Supervisor Dennis Ricketts called the meeting to order at 7:00 PM, and he led the Pledge of Allegiance to the Flag.

 

Town officials in attendance included: Supervisor Dennis Ricketts; Council members Christopher Austin, Gregory McKurth, and Daniel Miller; Highway Superintendent Kevin Peet; Water & Sewer Superintendent Dana Potter; Attorney David Pullen; Deputy Clerk Joanne Cockle; and Clerk Sondra MacEwan. Councilman Bruce Hinz was absent.

 

MINUTES

 

Councilman Austin moved that the minutes of the meetings held on October 10, October 15, and October 29, 2012 be accepted as presented. Councilman Miller seconded the motion.  4 ayes, 0 noes, 1 absent.

 

FIRE COMPANIES

 

Tad Reinbold and Chad Armison represented Wiscoy/Rossburg Fire Company and Brooks Hose Fire Company respectively.  They requested clarification on some budgetary points, and asked to review proposed Town-Fire Company contracts. The procedures for the Town to report fuel use to the Fire Companies were gone over.

 

DOG CONTROL

 

Councilman Austin moved that the Dog Control Officer’s written report be accepted. Councilman Miller seconded. 4 ayes, 0 noes 1 absent.

 

HIGHWAY DEPARTMENT

 

Superintendent Peet reported on Pond Road. A representative of A.L. Blades met with Superintendent Peet to examine the site. The presence of shale that is shirring off may be obstacle to the possible abatement of the flooding problems. Since questions remain about how much money should be expended on this road, Superintendent Peet will still consult with DEC.

 

At 7:30 PM, Supervisor Ricketts opened the bids for a 2013 pickup truck. 4 bids were received.

            West Herr Ford, Hamburg, NY              $23524.00

            C. Basil Ford, Buffalo, NY                              $23223.00

 

Councilman Miller moved that the bid from C. Basil Ford be accepted contingent on a review of the bid package by Superintendent Peet. Councilman McKurth seconded. 4 ayes, 0 noes, 1 absent.

 

Supervisor Ricketts opened the bids for a hydraulic broom at 7:45 PM. 3 bids were received.

            Bradco Supply, Towanda, PA               $9681.00

            George & Swede, Pavilion, NY            $9600.00

            Baschmann Services, Elma, NY            $9209.00

 

Councilman McKurth moved that the bid from Baschmann Services be accepted and that the Highway Superintendent be authorized to make the purchase. Councilman Austin seconded. 4 ayes, 0 noes, 1 absent

 

 

WATER & SEWER DEPARTMENTS

 

Supervisor Ricketts recognized Dana Potter for his recent commendation by the New York State DEC for his exemplary operation of the Waste Water Treatment Plant.

 

Superintendent Potter reported that the required discharge sign will be placed, and the need for an emergency generator will be addressed.

 

There is a new requirement to monitor the phosphorus in the effluent.

 

There was damage to the telemetry from a recent lightening storm. The costs were turned in to the insurance carrier.

 

WATER RATES

 

After discussion and study, Councilman Austin moved that the water rates for the Town of Hume Water district be raised 3% to be effective January 1, 2013. Councilman Miller seconded the motion.

 

SUPERVISOR’S AGENDA

 

Supervisor Ricketts updated the Board on the in-process grant applications and projects.

 

            Cold Creek – There is still a push to do this project this year, but there is still no permit from the Army Corp of Engineers.

            Park Project – bids will be opened on Friday, November 16, 2012 at 2:00 PM for the first phase of the project.

            Trails Grant – the archaeological study is underway.

 

Councilman Austin moved that the Town Supervisor be appointed the Compliance Officer for oversight of the Revenue Anticipation Note for the Cold Creek Project. (Resolution 11-A-12) Councilman Miller seconded. 4 ayes, 0 noes, 1 absent.

 

TOWN CLERK’S TOPICS

 

Town Clerk MacEwan asked the Board to reexamine the installation of a new furnace at the Town Office Building. Another breakdown occurred and the building was without heat for a day.

 

Councilman Austin will oversee the preparation of specifications for a new furnace.

 

The Allegany County Municipal Clerk’s Association will meet on November 15, 2012 in Wellsville.

 

BILLS AND REPORTS

 

Councilman Austin moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman McKurth seconded the motion. 4 ayes, 0 noes, 1 absent.

EXECUTIVE SESSION

 

Councilman Austin moved that the Board enter executive session to consider ongoing negotiations. Councilman Miller seconded. 4 ayes, 0 noes, 1 absent.

 

The Board entered executive session at 8:10 PM and returned to open meeting at 9:00 PM.

 

Councilman McKurth moved that the meeting be adjourned, and Councilman Miller seconded. 4 ayes, 0 noes, 1 absent. Meeting adjourned at 9:01 PM.

 

The next regular meeting of the Hume Town Board will be December 12, 2012 at 7:00 PM at the Town Museum.
