TOWN OF HUME

DECEMBER 10, 2008

 

A regular meeting of the Hume Town Board, Allegany County, New York was held at the Town of Hume Museum, 10842 Claybed Road, Hume, New York on December 10, 2008.  Supervisor Craig E. Smith opened the meeting at 7:00 PM and led the Pledge of Allegiance to the Flag.

 

Officials in attendance: Craig Smith, Supervisor: Council members Dennis Ricketts, Bryce Bower, and Robert Beil; Attorney David Pullen; Highway Superintendent Ron Paulsen; Water and Sewer Superintendent Dana Potter; Historian Rondus Miller; and Clerk Sondra MacEwan. Councilman Daniel Miller was absent.

 

MINUTES

 

Councilman Ricketts moved that the minutes of the November 12, 2008 and November 13, 2008 be accepted as presented. Councilman Beil seconded the motion. 4 ayes, 0 noes.

 

ASSESSMENT AND TAX EXEMPTIONS

 

Councilman Beil moved that the ceiling level for senior citizen tax exemptions remain at the $12000.00 level with the sliding scale. Councilman Ricketts seconded. 4 ayes, 0 noes.

 

Councilman Ricketts moved that the Assessor be authorized to conduct a property reassessment in 2009 for the 2010 assessment roll. Councilman Bower seconded. 4 ayes, 0 noes.  Resolution 12-A-08 adopted.

 

MUSEUM

 

Historian Rondus Miller showed the Board the finished 2009 Allegany County Historical Fact calendar. The theme of the calendar was “Power”, and facts and pictures were added from the entire county.

 

HIGHWAY DEPARTMENT

 

Councilman Ricketts moved that the Superintendent be authorized to advertise for fuel bids for the 2009 fiscal year. Councilman Bower seconded. 4 ayes, 0 noes.

 

The bids will be opened at 7:30 PM on January 14, 2009.

CLERK TOPICS

 

Clerk Sondra MacEwan told the Board that James Tamarro from the State Records and Archives Administration is slated to visit the Town on December 12, 2008. Along with grant writer Thomas Lajewski, Mr. Tamarro will view records storage sites. A grant application for records storage improvements is being considered.

 

Caleb Cutting will be working in the Town Offices in January 2009 as part of Keuka College’s Work Experience program. He will focus on justice related work, but will also study Town Clerk procedures and learn about local government.

 

A District I Legislator’s meeting is scheduled for January 26, 2009 in Angelica.

 

SUPERVISOR’S AGENDA

 

Owners of the Genesee Valley apartment complex on Dugway Road requested a street light at or near the end of their driveway. Supervisor Smith presented a breakdown of costs for the installation of a street light within the Fillmore Lighting District along with an evaluation of district taxes paid by the complex.

 

Councilman Beil moved that the Town request that RGE install a 150W light on the pole at the end of the complex’s drive. Councilman Ricketts seconded. 4 ayes, 0 noes.

 

Supervisor Smith called attention to a letter from Tim Bower. Mr. Bower is concerned about a drainage problem on River Lawn Road where a sluice goes under the Greenway Trail.

 

 

 

LEGAL MATTERS

 

The Real Property Tax Service and Assessor Russell Heslin raised a Lighting District I question. Documentation for the delineation of the boundaries is lacking. More research will be done.

 

PUBLIC HEARING – LOCAL LAW #1 OF 2008 – DOG CONTROL

 

At 7:35 PM, Supervisor Smith opened the public hearing on proposed local law #1 of 2008. He stated that the law combines older laws and ordinances and raises dog-licensing fees.

 

Ken Kaspryzyk was concerned about the equality of enforcement for the law. Clerk Sondra MacEwan explained the system of acting on written complaints. Attorney Pullen added that solid legal evidence was required before action in the local court.

 

Councilman Ricketts moved that the hearing be closed, and Councilman Beil seconded. 4 ayes, 0 noes. Hearing closed at 7:50 PM.

 

Councilman Ricketts moved adoption of Local Law # 1 of 2008, and Councilman Beil seconded the motion. (Resolution 12-B-08).

Councilman Ricketts moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment. Councilman Beil seconded. 4 ayes, 0 noes.

MISC.

 

Councilman Beil questioned the Supervisor about the contract with grant writers J. O’Connell & Associates.  He suggested that the Town review the contract.

 

Councilman Ricketts asked David Pullen for information on the Intergrow Greenhouses. The assessed value of that property has been uncertain.

 

Councilman Ricketts moved that the meeting be adjourned; Councilman Bower seconded. 4 ayes, 0 noes.
