TOWN OF HUME

August 8, 2012

 

 

A regular meeting of the Hume Town Board, Allegany County, New York was held on August 8, 2012 at the Brooks Hose Company Fire Hall, 24 S. Genesee Street, Fillmore, New York.  At 7:00 PM, Supervisor Ricketts called the meeting to order and led the Pledge of Allegiance.

 

Officials in attendance:  Supervisor Dennis Ricketts; Councilmen Daniel Miller, Christopher Austin, Gregory McKurth and Bruce Hinz; Highway Superintendent Kevin Peet; Water and Sewer Superintendent Dana Potter; Attorney David Pullen; Deputy Town Clerk Joanne Cockle.  Absent: Town Clerk Sondra MacEwan.

MINUTES

 

Councilman Austin moved that the minutes of the July 11, 2012 meeting of the Hume Town Board be accepted as presented.  Councilman Miller seconded.  5 ayes, 0 noes.

 

PARK USERS’ INFORMATION EXCHANGE

 

Supervisor Ricketts asked Councilman Austin to explain the usage of the park fields.  Fillmore and Houghton organizations that regularly use the park were involved in open discussion.  The Fillmore Central School and the Little League have long term signed agreements with the Town of Hume.  Certificates of Insurance need to be on file for all users.   All entities agreed to work together.

 

Supervisor Ricketts made a motion to have Councilman Austin oversee the parks.  Councilman Hinz seconded.  5 ayes, 0 noes.

 

PUBLIC HEARING – LAW #1-2012

 

Supervisor Ricketts opened the Public Hearing on the Local Law No. 1 of 2012 at 7:30 PM. 

 

Councilman Austin made a motion to adopt the Local Law No. 1 of 2012 a law to Amend Dog Control and License Local Law No. 2 of 2010 Resolution.  Councilman Miller seconded.  5 ayes, 0 noes.

 

The Public Hearing was closed at 7:35 PM.

 

COMMUNITY EVENTS

 

The Fillmore Fun Fest, Power Fest/Power House and Summer Youth Program spoke on town events for the public.  The Town Supervisor and Councilmen will continue to work with various community committees.  Community events may be published in “The Bee” (Town newsletter) and the Fillmore Central School newsletter. 

 

COLD CREEK BIDS

 

Supervisor Ricketts opened the Cold Creek Armoring and Rehab project bids at 8:00 PM.

 

The bids were opened, reviewed for specifications and bid forms, and the amounts of the bids were read.  One bid did not have all of the documentation; Councilman Austin made a motion to reject the bid.  Councilman Miller seconded.  5 ayes, 0 noes.

The bids were turned over to E & M Engineers to further review.  The Engineers and Town have 60 days to review before an award needs to be made.

 

The bid process was closed at 8:14 PM.

 

LIQUOR LICENSE APPLICATION

 

The Liquor License application for Rose A. Lawrence, The Hawg Trough, 18 W. Main Street, Fillmore, New York was reviewed by the Town Board.  Councilman Austin made a motion to approving the Application for Liquor License.  Councilman McKurth seconded.  5 ayes, 0 noes.

 

HIGHWAY REPORT

 

Highway Supervisor Peet noted that there would be Chips meeting on September 15, 2012.

 

WATER/SEWER AND PARKS

 

Water/Sewer Superintendent Potter noted that the mowing has been going good.  He also noted that this fall the water line in the ball field/parks area will be replaced.

 

RFP – PARK PROJECT AWARD

 

Councilman Miller made a motion to grant the Park Project Design Award Service Contract to Clark Patterson Lee of Olean, New York.  Councilman Hinz seconded.  5 ayes, 0 noes.

 

BINGO INSPECTOR APPOINTMENT

 

Supervisor Ricketts proposed Ray Swarthout for the new Bingo Inspector.  Councilman Austin made a motion to appoint Ray Swarthout as Bingo Inspector.  Councilman McKurth seconded the motion.  5 ayes, 0 noes.

 

VARIANCE COMMITTEE APPOINTMENTS

 

Supervisor Ricketts proposed Joel Clark (term August 2012 – August 2017) and Gerry Gayford (term August 2012-August 2015).  Councilman Austin made a motion to appoint Joel Clark and Gerry Gayford on the Variance Committee.  Councilman Miller seconded.  5 ayes, 0 noes.

 

Supervisor Ricketts will review the Variance Committee members and advise at the next meeting if more appointments are needed.

 

COLD CREEK BIDS

 

The bid that was rejected during the opening of the bids was discussed.  Councilman Austin made a motion to rescind the rejection motion.  Councilman Miller seconded.        5 ayes, 0 noes.

 

COLD CREEK PROJECT

 

The Brooks Hose Fire Company asked if the project that included replacing the parking and driveway access to Cold Creek could include a guardrail along side of the Fire Hall within the Grant.  Councilman Austin made a motion to include the guardrail along with the other guardrails.  Supervisor Ricketts seconded.  5 ayes, 0 noes.

 

EXECUTIVE SESSION

 

Councilman Austin made a motion to enter into Executive Session to discuss ongoing negotiations.  Councilman Miller seconded.  5 ayes, 0 noes.

 

Executive meeting was entered into at 8:46 pm.

 

The Board returned to regular meeting at 9:20 pm

 

BILLS AND REPORTS

 

Councilman Miller moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment.  Councilman Austin seconded.  5 ayes, 0 noes.

ADDITIONAL INFORMATION

 

There is a Highway Dedication at the Fire Hall 5:00 PM, August 9, 2012, if any of the Board members would like to attend.  Senator Kathy Young and Dan Burling will be attending.

 

There is a District I Legislators meeting on Monday, August 27, 2012, at the Town of Centerville Town Hall at 7:00 PM.  Board members are invited and encouraged to attend.

 

Councilman Miller moved that the meeting be adjourned.  Councilman Hinz seconded.  5 ayes, 0 noes.  Meeting adjourned at 9:24 PM.

 

The next regular meeting of the Hume Town Board will be September 12, 2012 at 7:00 PM at the Town Museum, 10842 Claybed Road, Hume, New York.
