TOWN OF HUME
FEBRUARY 14, 2007
A regular meeting of the Hume Town Board, Allegany County, New York was convened on February 14, 2007 at the Town of Hume Museum, 10842 Claybed Road, hamlet of Hume, New York at 7:00 PM.
Officials attending: Supervisor Craig Smith; Council members Bryce Bower, Robert Beil, and Dennis Ricketts; Attorney David Pullen; Water and Sewer Superintendent Dana Potter; and Clerk Sondra MacEwan.
Absent: Councilman Carlton MacEwan.
Councilman Ricketts moved that the minutes of the January 10, 2007 meeting of the Board be approved as presented, and Councilman Beil seconded. 4 ayes, 0 noes.
Superintendent Dana Potter told the Board that a complete departmental inventory was underway.
He also reported that, working with Joel Clark, the Town had facilitated a training session for the fire department in January 2007, and another training session was planned for the last part of February 2007.
Supervisor Smith explained a hazard mitigation grant that is now available through the New York State Emergency Management Office, and that erosion control work on Cold Creek might qualify for funding. The Town share of any granted moneys would be 25% of the total project cost.
Councilman Ricketts moved that the Supervisor be authorized to submit a letter of intent by February 20, 2007 to the New York State Emergency Management Office for a project of up to $250,000.00 for reinforcement of Cold Creek stream banks. Councilman Bower seconded the motion. 4 ayes, 0 noes.
Richard Cutting submitted specifications and a quote for the completion of the Fillmore Park Pavilion. At least two further quotes will be sought for consideration at the March meeting of the Board.
Supervisor Smith told the Board that the computer/server crashed in January resulting in a stressful period in the Town offices. Valley Computer and Advanced Technical Networks were able to repair the server and to salvage some data. The system is now running, and more backup safeguards are in place.
Councilman Beil moved that Town Justice Cwiklinski be authorized to have the State of New York judicial software installed at a cost of approximately $1300.00. Councilman Ricketts seconded. 4 ayes, 0 noes.
Councilman Ricketts will audit the Town Clerk’s 2006 records, and Councilman Bower will audit the Supervisor’s 2006 records.
A letter requesting proposals for the re-roofing of the Town Office building was sent to several local roofers. Proposals will be considered at the March meeting of the Board.
A District I Legislators meeting was announced. The meeting will be in Caneadea on March 27, 2007 at 7:00 PM.
Congressman Kuhl will hold a meeting at the Hume Museum in March. Details will be confirmed and posted soon.
Four bids for purchase of the 2001 Chevy Van from the Water and Sewer Department were opened at 7:30 PM.

Councilman Beil moved that the high bid of $5351.00 from Houghton College be accepted. Councilman Bower seconded. 4 ayes, 0 noes.
Supervisor Smith moved that the Board enter Executive Session to discuss the pending Union contract. Councilman Ricketts seconded. 4 ayes, 0 noes. The Board entered Executive Session at 7:40 PM, and returned to Open Meeting upon a motion by Councilman Ricketts, seconded by Councilman Beil, and passed 4 ayes, 0 noes at 8:20 PM.
Councilman Beil moved that the Town of Hume ratify and sign the Union contract as presented that shall be effective January 1, 2007. Councilman Bower seconded. 3 ayes, 1 no, with Councilman Ricketts casting the “no” vote.
Councilman Beil moved that the reports of the Supervisor and Town Clerk be accepted as presented, and that the bills be accepted for payment as presented. Councilman Ricketts seconded. 4 ayes, 0 noes.

Councilman Ricketts moved that the meeting be adjourned; Councilman Bower seconded. 4 ayes, 0 noes. Meeting adjourned at 8:45 PM.
The next regular meeting of the Hume Town Board will be March 14, 2007 at 7:00 PM at the Museum in Hume.
