TOWN OF HUME

MARCH 14, 2007

 

A regular meeting of the Hume Town Board, Allegany County, New York was held on

March 14, 2007 at the Town Museum, 10842 Claybed Road, hamlet of Hume. Supervisor Craig Smith called the meeting to order at 7:00 PM.

 

Officials attending: Supervisor Craig Smith; Councilmen Bryce Bower and Dennis Ricketts; Highway Superintendent Ron Paulsen; Water & Sewer Superintendent Dana Potter; Attorney David Pullen; and Clerk Sondra MacEwan.

 

Absent: Councilman Robert Beil.

 

Supervisor Smith requested a moment of silence to publicly and privately acknowledge Carlton D. MacEwan’s dedicated service to the Town of Hume. Councilman MacEwan died on March 7, 2007.  “He will be deeply missed,” stated the Supervisor.

 

MINUTES

 

Councilman Ricketts moved that the minutes of the February 14, 2007 meeting of the Board be approved as presented, and Councilman Bower seconded. 3 ayes, 0 noes.

 

INSURANCE COVERAGE

 

Supervisor Smith told the Board that the insurance renewal for the Town showed a $905.00 premium increase.

 

Robert Walker of Walker and Marshall Insurance will attend the April meeting of the Board if so desired.

 

HIGHWAY DEPARTMENT

 

Councilman Ricketts moved that the Highway Superintendent be authorized to advertise for sealed bids for Asphalt and Construction Materials for the 2007 season. Councilman Bower seconded. 3 ayes, 0 noes.

 

The bids will be tallied on April 9, 2007 and the Board will consider the results at 7:15 PM on April 11, 2007.

 

Superintendent Paulsen submitted a plan for highway maintenance and construction for 2007. He hopes to finish the work on Daley Road and Dutch Hill Annex.

 

An informal request for reopening a section of Daley Road will be researched for past abandonment information.

 

 

MUSEUM

 

Historian Rondus Miller submitted a written report. Supervisor Smith told the Board that the Museum would apply for a road runner Internet connection since dial-up to the server is no longer available.

 

PAVILION PROPOSALS

 

Three proposals for finishing the interior of the Park Pavilion were received:

                        Kitchen -$5300.00            Bathrooms - $4900.00

 

            Terry Kelly Construction

                        Kitchen -$8300.00            Bathrooms - $4905.00

 

            Richard Cutting

                        Kitchen - $9993.69            Bathrooms - $5324.27

 

Councilman Bower moved that the low bidder in each category, DenMark Construction, be awarded the project. Councilman Ricketts seconded. 3 ayes, 0 noes.

 

WATER AND SEWER DEPARTMENTS

 

Superintendent Potter reported that a successful training session for Brooks Hose Company was conducted on February 24, 2007.

 

Hydrant flushing is scheduled for the week of April 23, 2007.

 

The Water Quality Report for 2006 has been written. It will be distributed early in May.

 

On March 12, 2007, representatives of the Town of Hume, Town of Caneadea, and MRB Group met to continue preparing the Sewer Interconnection Study. The Town of Hume has received a grant for this feasibility study on connecting the Hume and Caneadea sewer systems.

 

WATER PROJECT

 

Supervisor Smith introduced a resolution (Res 03-A-07) calling for a public hearing concerning the Extension of the Water District. Councilman Bower seconded.

The motion passed, and a hearing date was set for April 11, 2007, at 7:30 PM at the Museum in the hamlet of Hume.

 

LEGAL

 

A signed copy of the Union contract was given to Attorney Pullen. Mr. Pullen will also email Union representative Brad Haag with the text of the contract.

 

PUBLIC PARTICIPATION

 

Debra Wagoner presented a letter to the Board, putting her name forward for the Councilman position now vacant on the Board.

 

Andrew Peet requested that the Board review his employee contribution to the medical insurance plan and equalize his payroll deduction to that of other employees. He further asked for evaluation of the Union’s initiation fee.

 

Supervisor Smith told Mr. Peet that the Board could not discuss these issues with Mr. Peet directly, since by so doing the Board would not be fairly negotiating with the Union.

 

Representing the Winter Warriors Snowmobile Club, Kevin Peet asked the Board for approval to extend the snowmobile trail along the Greenway to the Town of Caneadea line, and also north to at least Wiscoy.

 

The Board asked that Mr. Peet provide a delineation of the zones desired for extension for the next meeting.

 

SUPERVISOR’S AGENDA

 

Dennis Ricketts audited the Town Clerk’s records and Bryce Bower audited the Supervisor’s records. Audit statements showing satisfactory results have been filed.

 

Councilman Ricketts moved that Margaret Mills be appointed Director of the Summer Recreation Program and that she be given the authority to hire an assistant; Councilman Bower seconded the motion.  3 ayes, 0 noes.

 

Councilman Bower moved that the Town renew its Tier III membership with Southern Tier West. Supervisor Smith seconded. 3 ayes, 0 noes.

 

Fillmore Central School submitted copies of their permit to build athletic fields in the flood plain. The Town Board may comment if desired.

 

A notice that the Hinz Gravel Pit will be expanding was handed out.

 

 

 

TOWN CLERK’S TOPICS

 

Larry Tonaus filed his notice of intent to renew the liquor license for the Fillmore Hotel.

 

Four proposals for the roofing of the Town Hall were received:

 

            Terry Kelly Construction            $6491.82

            Beardsley Brothers                 $6623.00

            MacLaughlin                          $4000.00 (did not comply with specifications)

            Dana Arnold                         $5500.00

 

Councilman Bower moved that Dana Arnold’s proposal be accepted, and Councilman Ricketts seconded. 3 ayes, 0 noes.

 

Congressman Randy Kuhl will hold a Town meeting at the Museum on Friday, March 30, 2007 from 11:30 AM to Noon.

 

BILLS AND REPORTS

 

Councilman Ricketts moved that the reports of the Supervisor and Clerk be accepted as presented, and that the bills be approved for payment. Councilman Bower seconded. 3 ayes, 0 noes.

(General - $41861.40; Highway - $14517.29; Lighting - $1381.71; Sewer - $5210.33; Water - $4854.67)

 

EXECUTIVE SESSION

 

Supervisor Smith moved that the Board enter Executive Session to discuss personnel and compensation. Councilman Ricketts seconded. 3 ayes, 0 noes. The Board entered Executive Session at 8:20 PM and returned to open meeting at 9:00 PM.

 

WATER/SEWER DEPUTY

 

Supervisor Smith moved that James Mills be appointed to the position of Water/Sewer Deputy, subject to a Memorandum of Understanding between the Town of Hume and the Union, with an annual stipend of $875.00 to be paid in two equal installments as provided by the Union contract. Councilman Ricketts seconded. 3 ayes, 0 noes.

 

Supervisor Smith formally announced the vacancy of a Town Councilman position on the Hume Town Board. Members present were queried, but no action was taken.

 

ICE AND SNOW CONTRACT

 

Allegany County has sought comments on the proposed Snow and Ice Contract. The Board discussed the monetary increases proposed, and discussed the distribution of roads to be plowed.

Councilman Ricketts moved that a letter be sent to the County Legislature (with copies to the County Superintendent of Public Works and District I Legislators) requesting that the Town of Hume be permitted to plow all county roads lying within the Town of Hume boundaries. Councilman Bower seconded. 3 ayes, 0 noes.

 

ADJOURNMENT

 

Councilman Ricketts moved that the meeting be adjourned, and Councilman Bower seconded. 3 ayes, 0 noes. Meeting adjourned at 9:25 PM.

 

The next regular meeting of the Hume Town Board will be April 11, 2007 at 7:00 PM at the Town Museum.
